About this opportunity
The California Department of Financial Protection and Innovation (DFPI) is soliciting qualified contractors through the California Multiple Award Schedule (CMAS) to provide Project Manager Support services under RFO #2026-ITO-089449. The procurement seeks one part-time Project Manager consultant at an Information Technology Specialist II equivalent classification level to provide approximately 15-20 hours per month of support for Digital Financial Asset Laws initiatives and other IT-related projects over a 12-month contract term. The successful contractor must demonstrate a minimum of five years of experience in a Project Manager or Project Director role, with five years of broad project management experience including project planning, scheduling, issue and risk management, change management, contract management, and resource management. Desired qualifications include ten or more years leading complex Information Technology projects using both Waterfall and Agile SDLC methodologies, five years of modernization project experience, five years managing projects for organizations with 600 to 1,000 employees, five years managing projects for financial institutions and consumer financial protection, organizational change management experience, familiarity with state procurement processes, TFS or Agile DevOps experience, and PMP or CA-PMM certification. Primary deliverables due within the first 90 days include a Risks and Issues Log, Work Breakdown Structure, Compliance Matrix, Resource Requirements Plan, and detailed Project Schedule (Gantt Chart), with all work products stored in DFPI's document repository in compatible formats. The position is fully remote with no on-site requirements, and the Project Manager will collaborate with a three-person team using Microsoft Planner, Microsoft Project, and Microsoft Teams/SharePoint. Written questions are due April 20, 2026 at 11:00 AM PST, with DFPI responses provided on April 21, 2026; offer submissions via the Authorium online portal are due April 29, 2026 at 2:00 PM PST, with an anticipated award date of May 22, 2026 and contract start date of July 1, 2026.
This procurement is restricted to California Multiple Award Schedule (CMAS) contractors only, and the CMAS requires a minimum of three offers for participation requirements; contractors not submitting an offer may complete a Not-Submitting-An-Offer form to satisfy participation obligations. An incumbent contractor is currently providing these services, and the DFPI strongly prefers candidates with demonstrated experience in financial institutions, consumer financial protection, state procurement, Digital Financial Asset Laws, and relevant certifications, though equivalent public-sector experience is acceptable. Vendors may propose multiple resumes and backup resources; however, evaluation and award will be based on the primary proposed resource, with DFPI preferring continuity with the same resource throughout the contract term. The fixed contract amount is $50,000, with options to amend for up to two additional years and/or additional funding, provided the total does not exceed DFPI's CMAS delegated purchasing authority; no additional funding is currently anticipated beyond the initial $50,000 not-to-exceed amount. The anticipated contract start date is July 1, 2026, contingent upon full purchase order execution, and all submissions, including questions and offers, must be completed exclusively through the secure Authorium online submission portal accessible at the provided link.
