About this file

This is a Question and Answer document for the Department of Financial Protection and Innovation (DFPI) relating to CMAS RFO #2026-ITO-089449 for Project Manager Support services. DFPI is seeking one part-time Project Manager to provide support for approximately 15-20 hours per month over a 12-month contract term. The Project Manager will support Digital Financial Asset Laws initiatives and other IT-related projects, with primary deliverables in the first 90 days including a Risks and Issues Log, Work Breakdown Structure, Compliance Matrix, Resource Requirements Plan, and detailed Project Schedule (Gantt Chart). The position is fully remote with no on-site requirements. Questions were due on April 20, 2026 at 11:00 AM PST, and offer submissions were due on April 29, 2026 at 2:00 PM PST via the Authorium submission portal. All responses must be submitted electronically through the provided link.

The total not-to-exceed budget for this contract is $50,000 with no additional funding currently anticipated. An incumbent is currently providing these services. The Project Manager will work with a 3-person Digital Financial Assets Law management team consisting of a program Deputy and two Financial Institutions Managers using Microsoft Planner, Microsoft Project, and Microsoft Teams/SharePoint for daily collaboration. DFPI strongly prefers candidates with experience in financial institutions, consumer financial protection, state procurement, Digital Financial Asset Laws, and PMP or CA-PMM certification, though equivalent public-sector experience is acceptable. Vendors may submit multiple resumes and propose backup resources; however, evaluation and award will be based on the primary proposed resource, with DFPI preferring continuity of the same resource throughout the contract term. DFPI will provide templates for required project artifacts but may require the PM to develop additional templates as needed.

Q and A for CMAS RFO 2026-ITO-089449 Project Manager (PM) Support 1.

Q: The RFO states the Budget for the contract is $50,000. Is this correct? or is it supposed to be $500,000 per CMAS limit?

A: Yes, that is correct. The total not-to-exceed budget is $50,000.

2.

The RFO states $50,000 budget. Is this a typo? The addendum section 11 in red font adds an Architect. Is this correct? How many actual people are you looking for and number of hours per month? If the budget is only $50,000 for a 12 month contract for a PM and Architect, that is like 2 or 3 hours a week. Please clarify.

A: The budget is $50,000. It is not a typo. There was a glitch in the addendum and it populated extra sections that did not belong. The section regarding an Architect has been removed. DFPI is looking for one (1) Project Manager (PM) only for roughly 15-20 hours/month.

3.

Q: Is there an incumbent currently providing these services? Incumbent=referring to current or within the past 6-months.

A: Yes 4.

Q: Would like to know if there is an incumbent providing the services. Also, the addendum section 11 in red font adds an Architect. Is this correct? Is this a typo? 2-month contract for a PM and Architect, that is like 2 or 3 hours a week. Please clarify the due date of the offer submission whether it is 4/22 or 4/29.?

A: Yes, there is an incumbent. The reference to an Architect is incorrect and has been removed through Addendum 2. Budget is $50,000. The offer due date is 4/29.

Yes. DFPI is seeking one (1) PM for roughly 15-20 hours/month.

5.

Q: The total duration 2000 hours is the rate for $25/hr.? Is it full time or part time position? 12 Months- do you have a budget to 50K which can be extended for additional fund. Also, if the project has an incumbent, please name it.

A: The total contract amount is not to exceed $50,000, and no additional funding is currently anticipated.

DFPI is seeking one (1) PM only for roughly 15-20 hours/month.

6.

Q: Can DFPI identify the specific projects or project portfolio this PM will support during the first 6–12 months?

A: The PM will support efforts such as Digital Financial Asset Laws and other IT-related projects, as assigned.

7.

· A Compliance Matrix aligned with statutory and regulatory requirements

· A Resource Requirements Plan

A: Yes, the DFPI will provide templates but may also require the PM to develop new templates.

11.

Q: Can DFPI clarify the expected work environment: fully remote, hybrid, or occasional onsite support?

A: Fully remote 12.

Q: Which systems and collaboration tools will the PM be required to use day to day?

A: The daily tools used will be Microsoft Planner, MicrosoftProject, and Microsoft SharePoint/Teams 13.

Q: Can DFPI clarify whether experience with financial institutions, consumer financial protection, state procurement, Digital Financial Asset Laws, and PMP/CA-PMM certification are mandatory, strongly preferred, or simply scored as desired qualifications?

A: The DFPI strongly prefers this type of experience, which is considered to score criteria during evaluation.

14.

Q: What size and composition of stakeholder groups should the PM expect to coordinate with?

A: The PM will coordinate with the Digital Financial Assets Law (DFAL) management team, which is a 3-person team, consisting of the program Deputy and two Financial Institutions Managers.

A: We do not have a limit to the number of resumes that may be submitted, however, for consistency, DFPI intends to engage one (1) PM and prefers continuity of the same resource throughout the contract term. Vendor may propose backup resources, but evaluation and award will be based on the primary proposed resource.

17.

Q: Can DFPI clarify whether the initial $50,000 is intended to cover one part-time PM, milestone-based support, or multiple small work authorizations over the term?

A: The total not-to-exceed amount of $50,000 is intended to cover one (1) part-time PM over the contract term.

18.

Q: Is the part-time PM resource required on-site?

A: No. This engagement is expected to be fully remote

19.

Q: Please confirm the expected level of effort for the Project Manager role, including whether DFPI anticipates full-time, part-time, or as-needed support, and the approximate number of hours per week or month.

A: part time and roughly 15-20 hours/month

20.

Q: I would like to see if you are able to confirm if there is an incumbent currently in this position?

A: Yes 21.

Q: Please confirm that vendors should map the requested “Project Manager at the Information Technology Specialist II classification” to their closest awarded CMAS/GSA PM labor category, such as Project/Program Manager, and that DFPI is using IT Specialist II as a qualification benchmark rather than requiring a labor category with that exact title.

A: Correct, this is a benchmark for the qualifications requested for this contract.

22.

Q: Could you please confirm the expected weekly effort for this role given the $50K budget? Also, what is the expected work model (remote, hybrid, or onsite)?

A: Part time, roughly 15-20 hours/month. Fully remote.
