The initial contract term is three years with the option for up to two additional one-year renewals at the District's discretion.

All proposed subcontractors and consultants must be identified at proposal submission with sufficient qualifications documentation; the District reserves approval rights for replacement subcontractors after award. Insurance requirements include general liability ($1 million per occurrence / $2 million aggregate), workers compensation with statutory limits, and umbrella excess liability equal to the contract amount for contracts exceeding $100,000; single-member LLCs may substitute a Hold Harmless agreement. Vendors retain ownership of pre-existing proprietary frameworks and intellectual property; Trainer-of-Trainer content rights and future District use rights will be negotiated based on project scale.

Pricing must be submitted via Attachment A for all applicable service areas. Incumbents from RFP 22-048AB (awarded in 2022) must submit new proposals to continue providing services. Submissions require Section I Narrative of Proposed Services, Section II Reference Contact Form, Section III Project Information Questionnaire, pricing schedule, Vendor Acknowledgement Form, Addendum Acknowledgement Form, vendor background check acknowledgment, Form 1295, suspension and debarment certification, and Conflict of Interest Questionnaire; the IT Technical Specifications Questionnaire is optional. All submissions must be uploaded through the Euna Procurement portal at https://fortbendisd.bonfirehub.com/opportunities/248139. The question period closed August 20, 2026; Addendum No. 5, posted September 6, 2026, addresses 60 vendor questions and supersedes conflicting RFP provisions.
