About this file

Summary

This document is Addendum No. 5 to RFP 26-081KS issued by Fort Bend Independent School District (FBISD) on August 28, 2026, for Professional Development and Consulting Services. The addendum clarifies, modifies, and corrects the original RFP solicitation documents and takes precedence over conflicting provisions in the base RFP. The District seeks to establish a pool of pre-approved consulting firms and professional learning providers to deliver services supporting the District's instructional priorities and strategic goals across multiple service areas including leadership development, strategic improvement planning, curriculum and instructional services, assessment and evaluation services, and specialized support services. The proposal due date is September 8, 2026, with a bid opening scheduled for September 8, 2026, at 10:00 a.m. CST. The initial contract term is three years with the option for up to two additional one-year renewals at the District's discretion. The addendum includes updated pricing schedules (Attachment A), profiles of district and campus leaders, and comprehensive responses to 60 questions submitted by potential vendors regarding proposal requirements, pricing methodology, insurance requirements, subcontractor qualifications, intellectual property rights, and contract administration procedures.

Vendors must submit complete pricing information in Attachment A for all applicable service areas, with supplemental pricing sheets required when assessment instrument costs vary by type or report selection. Incumbents currently providing services under RFP 22-048AB (awarded in 2022) must submit new proposals to continue providing services, as the previous contract will be discontinued upon award of this RFP. Professional development and consulting vendors must provide evidence of appropriate insurance coverage including general liability ($1M per occurrence/$2M aggregate), workers compensation with statutory limits, and umbrella excess liability for contracts exceeding $100,000 equal to the contract amount; single-member LLCs may sign a Hold Harmless agreement in place of all insurance. All proposed subcontractors and consultants must be identified at proposal submission with sufficient qualifications documentation; the District reserves approval rights for any replacement subcontractors proposed after award. Vendors may retain ownership of pre-existing proprietary frameworks, materials, and intellectual property, though Trainer-of-Trainer content rights and future District use rights will be negotiated based on project scale. Work assignments to awarded vendors will be determined by individual campuses and departments based on specific service needs, with no guaranteed minimum volume of work.

3. Questions and Answers

This section provides responses to questions submitted by potential vendors.

1. Question: Assessment instruments vary in cost based on the instrument and report selected. For

Attachment A, items F6 and F7, may vendors enter “At cost/varies by instrument” in the per-participant rate field, with coaching, interpretation, or facilitated debrief services priced separately, or is FBISD requiring a single fixed per-participant assessment rate?

Answer:

No. Vendors may not enter only “at cost” or “varies by instrument” in Attachment A, Items F6 and F7.

If pricing varies based on the assessment instrument, report type, or other deliverable selected, vendors must provide the applicable per-participant rate for each instrument and/or report type on a supplemental pricing sheet uploaded in the applicable pricing category. This information is required to enable FBISD to make pricing determinations and accurately evaluate and compare proposals. Coaching, interpretation, facilitated debriefs, and other optional services should be priced separately. Responses that do not provide sufficient pricing detail for evaluation may be considered non-responsive.

Vendors must complete Attachment A for each category selected. If additional pricing detail is provided, the supplemental pricing sheet must be uploaded in the applicable category’s pricing section and must clearly identify that category. Each category will be evaluated separately.

Supplemental pricing does not replace the requirement to complete Attachment A.

2. Question: For a single-member LLC with no employees proposing Leadership Development services

(1.4) to adult District employees, with no direct or unsupervised student contact, please clarify which insurance coverages listed in the Insurance Requirements for Non-Construction Services will be required if awarded. Specifically, will Commercial General Liability and Professional Errors &

Omissions be sufficient, or will Automobile Liability, Workers' Compensation, Umbrella/Excess

Liability, Sexual Molestation/Abuse, and Cyber/Data Liability also be required?

Answer: Under the conditions identified in the question, single-member LLCs are permitted to sign the Hold Harmless, in their personal name, in place of all insurance.

3. Question:

a. If I bring on a subcontractor or Training Consultant, must they be individually named/disclosed at proposal submission or only once work is assigned?

b. Are there any rules or restrictions on adding subcontractors after award?

c. Do subcontractors need independent insurance/business registration, or can they operate under my coverage?

Answer:

a. Yes. Consultants or subcontractors must be identified in the proposal. For each proposed consultant or subcontractor, the proposer must provide the individual’s name and sufficient information to demonstrate the individual's qualifications and relevant experience for the services proposed, including a resume or professional biography and any applicable certifications or licenses, as required by the solicitation.

b. Proposers must identify any consultants or subcontractors they intend to use, describe the services they will provide, and include all associated costs in their proposal. The qualifications and experience required by the solicitation for those individuals or entities must also be submitted. The

District will evaluate proposals, in part, based on the qualifications and experience of the consultants and subcontractors identified and expects those individuals or entities to perform the services if awarded. If an identified consultant or subcontractor becomes unavailable, the awarded vendor may propose a replacement during the quote or statement of work process. The vendor must provide the replacement's qualifications, experience, and any applicable certifications or licenses for the District's review and approval. The District reserves the right to reject a proposed replacement if doing so is in the District's best interest. All subcontracted services and associated pricing must be disclosed in the proposal. If a subcontractor will contract directly with the District as a separate legal entity, it must submit its own proposal and be separately evaluated for award.

Otherwise, the subcontractor will perform services under the awarded prime vendor, and all subcontracted services and pricing must be included in the prime vendor's proposal.

c. No. Subcontractors and consultants are not required to provide separate insurance or business registration documentation directly to the District. The awarded vendor remains responsible for complying with all insurance, licensing, and contractual requirements and is fully accountable for the performance, actions, omissions, and deliverables of any subcontractors or consultants it engages.

4. Question: Section 3.A (Overview of the Project) states that vendors currently providing services under 'campus-based engagements' or 'department-based engagements' are required to submit a proposal in response to this RFP. Can the District clarify whether unpaid advisory or council service

(e.g., serving on a campus advisory committee) qualifies as a 'campus-based engagement' under this clause, or whether this requirement is limited to paid consulting/training engagements?

Answer: This requirement is limited to paid consulting/training engagements.

5. Question: Deadline: The RFP Section 2 schedule lists the deadline for questions as Thursday, August

27, 2026, 10:00 AM, while the Bonfire portal ends the question period August 20, 2026, 11:00 AM

CDT. Which date governs?

Answer: The deadline for questions was Thursday, August 27, 2026, at 10:00 AM. The District issued Addendum No. 3 to correct the published question deadline.

6. Question: Category fit: Our firm provides AI automation consulting, staff technology training, and data/dashboard reporting. There is no numbered service area for technology/AI consulting, though

Section 3.A lists "Technology Analysis/Consultant" and Pricing Schedule Section E covers AI-enabled platform services. Should such services be proposed under service areas 1.1, 1.2, and/or 1.7, or is there a mechanism to propose under the "Other Services Deemed Appropriate for Professional

Learning of Staff" language?

Answer: This can be entered under 1.7.

The solicitation does not include a separate category for services outside the identified service areas.

Vendors should propose services under the service area(s) that most closely align with the services they intend to provide, including related services that support or are ancillary to those service areas.

Vendors must clearly describe the services proposed and include all associated pricing.

7. Question: Pricing template: Attachment A's Instructions tab references Discounts as "Section I" and

Additional Pricing Information as "Section J," but the Pricing Schedule tab labels Section H and

Section I respectively. Which lettering is authoritative?

Current

4. Section I (Discounts) asks for a percentage.

5. Section J (Additional Pricing Information) asks for short written responses.

Updated

4. Section H (Discounts) asks for a percentage. Enter a number only (e.g., 5 for 5%).

5. Section I (Additional Pricing Information) asks for short written responses. Enter your answer directly in the response cell.

6. Section J (Other Costs) may be used to identify and price any additional costs not otherwise captured in the pricing schedule

The updated pricing

8. Question: Financials: General Provisions Section 16 lists audited financial statements for the past two years "if available." For a firm without two years of audited statements, is a founder-prepared financial summary acceptable if requested, and does the absence affect scoring under the six weighted criteria?

Answer: section 16 states that audited financial statements for the past two years are required "if available." For firms that do not have two years of audited financial statements, the District may accept other financial information if requested, such as company prepared financial statements or a founder prepared financial summary. Any alternative financial information provided should be sufficient to demonstrate the firm's financial stability and capacity to perform the contract.

The absence of two years of audited financial statements, by itself, does not automatically affect a

Vendor's evaluation under the six weighted criteria. However, if the District requests financial information and the Vendor is unable or unwilling to provide adequate documentation to support its financial condition, the District may consider that information when assessing the Vendor's responsibility and ability to successfully perform the contract. As stated in Section 16, failure to provide requested financial information may impact the administration's recommendation for contract award. All proposals will be evaluated in accordance with the criteria and methodology outlined in the solicitation.

9. Question: I see that the Supplier Diversity Questionnaire is a requirement in the main Registration

Portal. Where do I access it?

In your vendor profile;

1. Locate the Supplier Diversity section.

2. Click the Download icon to download the required template.

3. Open the template, complete the required information, and save the file.

4. Return to the Diversity Section

5. Click Upload File.

6. Select the completed questionnaire and upload it.

10. Question: For professional development and consulting vendors that do not sell or license software, platforms, hosted solutions, or cloud-based services to FBISD, but may use standard videoconferencing, electronic documents, surveys, or digital training resources in delivering services, is the IT Technical Specifications Questionnaire (Q-49LO) required?

Answer: Vendors proposing digital training resources, online learning content, electronic assessment tools, hosted platforms, applications, data collection tools, or other technology-enabled solutions used in connection with the proposed services should complete and submit the IT Technical Specifications

Questionnaire (Q-49LO). For questions or sections that do not apply to the vendor's proposed services or solutions, the vendor may enter "N/A" or "Not Applicable."

11. Question: Please clarify which insurance coverages and limits in the Sample Insurance Requirements are mandatory for professional development and leadership consulting vendors whose services do not involve construction, transportation services, technology implementation, or operation of District vehicles. Are Workers' Compensation, Commercial Automobile Liability, and Umbrella/Excess

Liability required for a professional-services firm based on the actual services and personnel structure of the awarded vendor?

Answer: For purposes of contract insurance requirements, FBISD does not include Professional

Development/Leadership Consultancy in the category of Professional Services. Professional

Development/Consultancy companies, other than single-member LLCs or Sole Proprietors, must provide evidence of Auto Liability $1M combined single limit, General Liability of $1M per occurrence/$2M aggregate, workers compensation with statutory limits and $1M employers liability, Umbrella Excess Liability for contracts over $100k equal to contract amount, Cyber liability if service involves access to District data or systems and sex molestation/child abuse coverage of $100k per claim/$300k aggregate if services involve unsupervised access to students.

12. Question: The Cost Proposal instructions state that proposed pricing should include applicable travel and expenses, while the sample Agreement for Services provides for reimbursement of certain

District-authorized travel expenses, and Attachment A requests vendors to identify whether travel is included or excluded. For vendors located outside the Houston/Fort Bend area, may Attachment A rates exclude travel when clearly identified, with reasonable District-authorized travel expenses addressed separately in the applicable service order or scope of work?

Answer: For proposal evaluation purposes, Vendors must include all anticipated travel and related expenses in their proposed pricing. Although the sample Agreement for Services contains standard contract provisions addressing the potential reimbursement of certain District-authorized travel expenses, those provisions are boilerplate and may not apply to all services procured under this solicitation.

To ensure a fair and consistent evaluation of all proposals, FBISD requires Vendors to clearly identify and quantify any travel-related costs as part of their cost proposal. If travel costs are included in the proposed rates, Vendors should clearly state that the rates are inclusive of all travel and related expenses. If travel costs are presented separately, Vendors should itemize those costs under Section J

– Other Costs or provide them in a supplemental attachment to their pricing submission. Any travel costs submitted should include a clear explanation of the assumptions used in their calculation. All proposed pricing, including travel-related costs, will be considered as part of the District's evaluation of cost proposals.

13. Question: For Service Areas 1.4 and 1.7, is Trainer-of-Trainer capability required as part of every individual service engagement ordered under the resulting contract, or may FBISD and the awarded vendor determine through individual scopes of work which engagements include Trainer-of-Trainer licensing, facilitator preparation, and future-use rights?

Answer: For large scale projects, FBISD will need rights to content. For example, if all 5,000 teachers were to be trained in something, we would need TOT rights. If a project is done on a smaller scale, this can be discuss in contract negotiations.

14. Question: For Service Areas 1.4 Leadership Development and 1.7 Adult Learning Design, the RFP requires materials to support Trainer-of-Trainer models, future District use, and, under 1.4, adaptation of materials. Please clarify the intended scope of these rights. Specifically, may a vendor retain ownership of its pre-existing proprietary intellectual property, frameworks, methodologies, trademarks, facilitator systems, and copyrighted materials while granting FBISD appropriate internal-use rights to District-specific deliverables and mutually identified training resources developed or licensed for the engagement?

Answer: For large scale projects, FBISD will need rights to content. For example, if all 5,000 teachers were to be trained in something, we would need TOT rights. If a project is done on a smaller scale, this can be discuss in contract negotiations.

15. Question: Provider Guarantee 2 for Service Area 1.4 requires that all services, training, and materials align to Texas Education Code and legislation regarding professional learning and course content for educators. Which specific Texas Education Code and Texas Administrative Code provisions does the

District apply to leadership professional development under this service area, and must a vendor be a

TEA-approved continuing professional education provider to deliver services under 1.4?

Answer: A vendor does not need to be a TEA-approved continuing professional education provider.

This section references TEC 21.4511.

16. Question: Under Evaluation Criterion 2 (Reputation) and Criterion 5 (Past Relationship), will references from higher education institutions, municipal or county government, housing authorities, and other public agencies be evaluated equivalently to K-12 school district references, provided the scope, scale, and complexity align with the applicable service area?

Answer: Yes. References from higher education institutions, municipal or county governments, housing authorities, and other public agencies will be considered, provided the services are similar in scope, scale, complexity, and relevance to the applicable service area.

17. Question: Service Area 1.4 requires that services align and integrate with existing District leadership development programs and pipelines. Will services under 1.4 be expected to support the FBISD Leads program and the Elevate pathway? Will the District make its leadership competency framework, and a summary of current leadership development and onboarding programming, available to proposers by addendum or upon request?

Answer: Service Area 1.4 will in part support the FBISD Leads and Elevate pathways but is not limited to those programs. FBISD has included its Profile of a District Leader and Profile of a Campus

Leader" in this addendum

18. Question: Does the District anticipate a single award or multiple awards within Service Area 1.4 –

Leadership Development? If multiple vendors are awarded, will individual engagements be assigned through a secondary selection process among awarded vendors, and if so, what criteria will govern that assignment?

Answer: The District reserves the right to make a single award, multiple awards, or awards by program area, category, section, group, or any combination thereof if it is determined to be in the

District's best interest. If multiple vendors are awarded, campuses and departments will review the awarded vendors and contact the vendor or vendors that best meet their specific needs to request a quote or statement of work.

19. Question: For Evaluation Criterion 1 (Purchase Price, 30 points), is pricing evaluated independently within each program/service area for which a vendor submits, or across the vendor's total submitted

Pricing Schedule? Additionally, for line items marked "N/A" in accordance with the Attachment A instructions, will those lines be treated as neutral for scoring purposes, or will they reduce the vendor's price score within the applicable service area?

Answer: Pricing will be evaluated based on the service area(s) and services for which the vendor submits a proposal. Vendors should complete all pricing items applicable to the services they are proposing. In accordance with the Attachment A instructions, line items that are not applicable to the vendor's proposed services may be marked "N/A" and will not be considered in the pricing evaluation.

20. Question: Will the District issue an addendum responding to all submitted questions, and by what date will that addendum be posted? If the addendum is posted fewer than five business days before the

September 8 deadline, will the District consider extending the proposal deadline?

Answer: The District issued this addendum on August 28, 2026, which provides vendors sufficient time to review the information before the September 8, 2026 proposal due date.

The proposal submission deadline remains September 8, 2026.

21. Question: Addendum Acknowledge Form - I am unable to locate this form, can you please share the title of this form within the system for this opportunity? Thank you!

Answer: Addendum Acknowledgement Form has been uploaded to the files section. Please see

Addendum No.4

22. Question: The Proposal Questionnaire request proposers to include a copy of their company's W9, but there is not a spot on the portal to upload it. Where should our company submit any possible clarifications or exceptions to your terms and conditions?

Answer: The W-9 should be uploaded as part of the vendor registration process in Bonfire. It is not required as a separate upload within the proposal submission.

23. Question: Does this include SLP, OT, PT contract services?

Answer: This includes professional learning and consulting pertaining to SLP, OT, and PT contract services. It does not include SLP, OT, or PT contract services.

24. Question: We were awarded under RFP 22-048AB in 2022, and I believe this is good through 2027.

Is this solicitation replacing that contract, and should current awardees submit a response? Or is a future solicitation anticipated for renewal/replacement purposes?

Answer: Yes. This solicitation replaces RFP 22-048AB. Once the new contract is awarded, RFP 22-

048AB will no longer be used for these services. Current awardees must submit a proposal and be awarded under this solicitation to continue providing services to the District.

25. Question: If we were awarded under 22-048AB: Professional Development Consulting Services, do we need to submit to this RFP?

Answer: Yes. Vendors currently awarded under RFP 22-048AB must submit a proposal in response to this

RFP and be awarded under the new solicitation to continue providing services to the District.

26. Question: Does the NDA apply to the insurance requirements? Sometimes the insurance rep would like to get the specifics as written in the RFP to insure they're able to provide the coverage requested and that it is adequate.

Answer: The vendor may share the applicable insurance requirements with its insurance representative solely for the purpose of verifying or obtaining the required coverage.

27. Question: Our professional development services do not include any digital component. Please advise on how we should complete the required IT Technical Specification Questions?

Answer: The IT Technical Specifications questions are optional and apply only to vendors whose proposed services include software or a digital component. Vendors whose services do not include software or a digital component are not required to submit responses to those questions.

28. Question: Would you like samples to be provided as links in a table or fully pasted into the Narrative document?

Answer: Please provide samples fully pasted into the Narrative document.

29. Question: For Section 2: Curriculum & Instructional Services the text reads "Vendors may submit proposals for one or more categories within this section," would you like a separate Narrative of

Proposed Services (with sections A. Quality of the Vendor's Services & Delivery Approach, B.

District Alignment and Capacity to Deliver, C. Relevant Experience and Past Performance Narrative, D. Additional Service Information) for each Category and Service Area (e.g. a full narrative for 2.1, a full narrative for 2.5) or would you like all of Section 2 to be one combined Narrative? Or can we combine where it makes sense (e.g. 2.6 - 2.6.3)?

Answer: Vendors should provide a separate, complete narrative for each category or service area to which they respond to. Each narrative must independently address the proposed services, delivery approach., District alignment, capacity to deliver, relevant experience, past performance, and all applicable requirements for that specific category or service area selected.

30. Question: I'd like to give the folks we list as references a head up on what to expect. Do you anticipate they'll be asked to complete any forms, schedule calls, etc? And the approximate time commitment?

Answer: References will be contacted during the evaluation process by email using a questionnaire or reference form. Any time commitment is expected to be minimal.

31. Question: Is there a preferred page count or word limit for the Section I. Narrative of Proposed

Services - per service proposal and/or overall?

Answer: No, there is no preferred page count or word limit.

32. Question: Selective service categories: May a proposer submit qualifications for only the specific service categories in which it has demonstrated expertise, or must a proposer respond to all service categories listed in RFP 26-081KS?

Answer: Yes. Proposers should submit qualifications and pricing only for the service areas in which they have expertise and intend to provide services. Proposers are not required to respond to all service areas. Vendors may submit proposals for one or more service areas. Each service area will be evaluated independently.

33. Questions: Subcontractors/team members: If a proposer intends to use qualified subcontractors or subject-matter experts for certain service categories, must all proposed subcontractors be identified at the time of proposal submission, or may additional qualified team members be added after award with

District approval?

Answer: Proposers are required to identify any key consultants, subcontractors, or subject-matter experts they intend to use and describe the services they will provide. The District will evaluate proposals, in part, based on the qualifications and experience of the individuals identified. If a key consultant, subcontractor, or subject-matter expert becomes unavailable after award, the awarded vendor may propose a replacement for the District's review and approval.

34. Questions: Principal consultant experience for a newer firm: For a newly established or recently expanded consulting firm, may the firm cite the prior professional experience, accomplishments, contracts, and past performance of its principal consultant(s) when demonstrating qualifications and relevant experience?

Answer: Yes.

35. Question: Multiple awards: Once vendors are approved under this RFP, how will individual departments or campuses select vendors for future engagements? For example, will work be assigned through direct selection, quotes, mini-competitions, rotation, demonstrated expertise, department preference, or another process?

Answer: Departments and campuses will identify services needed and consult with vendors to determine services that are needed and get a quote or a statement of work.

36. Question: How work is assigned after award: Once vendors are approved under this RFP, how will individual departments or campuses select vendors for future engagements? For example, will work be assigned through direct selection, quotes, mini-competitions, rotation, demonstrated expertise, department preference, or another process?

Answer: Departments and campuses will identify services needed and consult with vendors to determine services that are needed and get a quote.

37. Question: Experience versus company age: Is there a minimum number of years that the proposing business entity itself must have been operating, or will the District evaluate the collective experience and qualifications of the firm's principal consultant(s) and proposed team?

Answer: The District will evaluate collective experience and qualifications; no minimum number of years is required.

38. Question: References: May professional references reflect work performed by the principal consultant prior to formation of the current business entity, provided the proposer clearly identifies the individual's role and relationship to that work?

39. Question: Subcontractor qualifications: When subcontractors are proposed, will the District evaluate the qualifications of each subcontractor individually, and should resumes, licenses, certifications, and references be included for each proposed specialist?

40. Question: Contractor responsibility: If a proposer serves as the prime contractor and engages subcontractors, does the District expect all subcontractor invoicing and contract administration to flow through the prime contractor?

Answer: Yes. If a proposer serves as the prime contractor and utilizes subcontractors, the prime contractor is responsible for all contract administration, invoicing, and payment to its subcontractors.

The District will conduct business with and make payment to the awarded prime contractor.

41. Question: Purchase thresholds: Are there dollar thresholds within the awarded vendor pool that trigger additional quotes, competitive selection, Board approval, or other procurement requirements before a department may issue a purchase order?

Answer: No. There are no additional dollar thresholds within the awarded vendor pool that will trigger additional competitive selection, Board approval, or other procurement requirements. Before a purchase order is issued, the department will request a quote or statement of work outlining the specific services needed.

42. Question: Insurance timing: Must all insurance requirements be satisfied and certificates submitted with the proposal, or may an awarded vendor provide required certificates prior to execution of the first engagement?

Answer: No. Submission of a Certificate of Insurance (COI) is not required with the proposal. Upon notification of award and prior to contract execution, the successful vendor must provide a Certificate of Insurance that meets the requirements outlined in the solicitation. The successful vendor must maintain all required insurance coverage throughout the term of the contract and any approved extensions or renewals.

43. Question: Materials and intellectual property: If a consultant uses proprietary frameworks, assessments, workbooks, training materials, or digital resources, does the District require ownership of those materials, or may the consultant retain intellectual-property rights while granting the District rights to use materials provided during the engagement?

Answer: Vendors may retain ownership of their pre-existing proprietary frameworks, assessments, workbooks, training materials, digital resources, trademarks, and other intellectual property. Work product developed in the course of performing services for the District will be governed by the ownership provisions of the resulting agreement. Vendors should identify any proprietary materials they intend to use in providing services.

44. Question: Will this RFP be re-released on any type of ongoing basis, annually, quarterly, etc.?

Answer: The District does not anticipate reissuing this solicitation on an annual, quarterly, or other recurring basis. Future solicitations, if any, will be issued at the District's discretion based on service needs and the adequacy of the awarded vendor pool. Vendors interested in providing the services outlined in this RFP are encouraged to respond to this solicitation.

45. Question: Under 1.2 Strategic Improvement Planning & Project Management Services, the scope references project management, system design and implementation, and expertise in technology systems. Would technology consulting services such as technology assessments, strategic technology planning, infrastructure planning, and technology project management be considered within the scope of this service area?

Answer: The solicitation does not include a separate category for services outside the identified service areas. Vendors should propose services under the service area(s) that most closely align with the services they intend to provide, including related services that support or are ancillary to those service areas. Vendors must clearly describe the services proposed and include all associated pricing.

46. Question: The Scope of Work identifies Technology Analysis/Consultant and Operations

Analysis/Consultant as services that may be provided under this solicitation; however, these are not listed as selectable service areas in the electronic bidding portal. Which service area should vendors providing these services select when submitting a proposal?

Answer: The solicitation does not include a separate category for services outside the identified service areas. Vendors should propose services under the service area(s) that most closely align with the services they intend to provide, including related or ancillary services associated with those service areas. Vendors should clearly describe the services proposed and include all associated pricing.

47. Question: Will FBISD provide the defined leadership competencies referenced in the description, or should vendors propose a competency framework aligned to Texas Education Code and FBISD policy?

Answer: FBISD will provide leadership competencies upon request. If vendors have an existing competency framework they want to share, the district will review.

48. Question: For the onboarding programs referenced in items 3 and 4 of Section 1.4, is the District seeking design and delivery of new content, or enhancement of existing onboarding structures already in place for administrators and district leaders?

Answer: Enhancement of existing onboarding structures.

49. Question: Could the District clarify whether “executive coaching” and “coaching for campus administrators” are expected to follow a specific framework or model currently used within FBISD, or if vendors may propose their own evidence-based approach?

Answer: Vendors may propose their own evidence-based approach.

50. Question: For the approved providers, if chosen, what is the scale of service after award? Is it across the district or school by school?

Answer: The scale of service will depend on the service area(s) that the vendor responds to and the

District’s needs. Approved providers will be utilized on an as needed basis, and an award does not guarantee any minimum volume of work.

51. Question: How are facilitators approved for the professional development that we are providing? Are there certain credentials or criteria a facilitator must meet before providing PD or consulting?

Answer: A facilitator must demonstrate expertise in the field of needed services.

52. Question: How are vendors chosen for the professional development work after approval? Are the vendors assigned schools? Thank you for any clarification for the after-approval process.

Answer: Vendors are selected for professional development based on services needed by campuses or departments. Services will be discussed to develop a statement of work.

53. Question: Assessment of instruments vary in cost based on the instrument and report selected. For

Attachment A, items F6 and F7, may vendors enter “At cost/varies by instrument” in the per-participant rate field, with coaching, interpretation, or facilitated debrief services priced separately, or is FBISD requiring a single fixed per-participant assessment rate?

Answer: No. Vendors may not enter only “at cost” or “varies by instrument” for Items F6 and F7. If pricing varies by assessment instrument or report type, vendors must provide the applicable pricing on a supplemental pricing sheet. Coaching, interpretation, facilitated debriefs, and other optional services must be priced separately.

If vendors provide additional pricing information; it may be submitted as a document labeled

"Supplemental Pricing Sheet." The Supplemental Pricing Sheet should be uploaded in the pricing section for the applicable service area and clearly identify the service area to which it applies. Each service area will be evaluated separately. Submission of a Supplemental Pricing Sheet does not replace the requirement to complete Attachment A.

54. Question: What information should be entered into 1.8.1
