About this opportunity

The City of Fitchburg, Wisconsin is requesting proposals for professional construction management services for City Hall and Community Center renovations, with proposals due July 31, 2026 at 11:00 a.m. The project will begin after the new Police Facility is occupied in early 2027 and is being procured through qualification-based selection rather than low-bid competition.

The scope spans two phases: Phase I (Pre-Construction) includes coordination with design firm O'Kroley 646 Design LLC to prepare construction documents, develop cost estimates, establish project schedules, and manage public bidding; Phase II (Construction Administration) encompasses contract administration, code compliance oversight, payment processing, architect/engineer coordination, and project closeout. The selected firm must provide a resident project representative and manage both City Hall and Community Center simultaneously.

Required experience includes direct involvement with municipal remodeling projects of 40,000 or more square feet. The firm must demonstrate success completing similar projects on schedule and possess experience with green building design. The awardee will be bound by the City of Fitchburg Standard Agreement for Professional Services, subject to approval by the Board of Public Works, Finance Committee, and Common Council.

Evaluation weights 25 points to cost proposal; 20 points to direct municipal remodeling experience; 15 points to approach to delivery and quality control; 10 points each to project approach completeness and personnel capability; and 5 points each to performance data and cost control, communication and information management, and schedule performance. The City will retain 10 percent of Phase I fees until satisfactory completion and 10 percent of Phase II fees until occupancy permit issuance and submission of owner manuals. Reimbursable expenses such as site surveying and testing inspection are paid directly by the City. The selected firm and affiliated entities are prohibited from bidding on project contracts. Oral presentations for selected firms are tentatively scheduled the week of August 10, 2026, with contract negotiations expected to commence August 10.
