Update #3 · Latest ·

The Citrus County Division of Solid Waste Management is requesting bids to supply Alternative Daily Cover (ADC) material that can be used for daily and intermediate cover for the Citrus County Central Landfill (Landfill) located at 230 W. Gulf to Lake Highway in Lecanto, Florida.

The Landfill is permitted by Florida Department of Environmental Protection (FDEP) to use approved ADC products as a substitute for traditional soil covering. Bids are being accepted for only FDEP approved ADC products. No "alternatives" or "equals" to these products will be considered.

Currently, the Landfill owns and uses a FINN LF120 landfill sprayer to apply ADC material. The ADC material is mixed with dye from our current vendor, along with a combination of water and latex paint obtained on-site. All ADC material submitted by Bidders must be compatible to be used in the commercial hydroseeder equipment the Landfill currently uses.

Bidders shall include with their bid submittal the manufacturers name and the specifications of the product being offered in this bid. The material must meet and exceed requirements for the control of landfill vectors, fires, odors, blowing litter, and scavenging. The major solid constituent by weight shall be a nonflammable mineral. Materials containing cellulose fibers or wood fibers as the major solid constituent are not acceptable.

Bids shall be submitted for a price per square foot of ADC coverage including transportation to the landfill. The price shall include all material required to apply the ADC (i.e. chemicals, fiber, polymers, dyes, etc.). The Landfill will take responsibility for insuring the proper application rates per vendor specifications.

The selected vendor shall deliver the ADC material to the Landfill approximately twice per year. Delivery of the ADC material will be in bags, placed on pallets and delivered via truck. Pallets shall be configured for offloading and moving using forklift. The landfill does not have a loading dock and will only off-load pallets from flatbeds or the back of a truck. County employees will not at any time "enter" the Contractors vehicle to help unload. Contractor shall ensure County employees will be available at the time of delivery. Every effort must be made to minimize transportation costs through the scheduling of deliveries with other customers within Florida.
