About this opportunity
The Minnesota State Procurement Office (State of Minnesota Department of Administration) is requesting proposals for preventive maintenance and repair services on backup generators located at various state facilities, with proposals due September 16, 2026, at 3:00 p.m. Central Time. Respondents may be eligible for up to 120 preference points under Minnesota's certified targeted group, economically disadvantaged, and veteran-owned business programs, though this is a preference, not a set-aside.
The scope encompasses generators ranging from 30 to 2,000 kilowatts across multiple Minnesota agencies and locations, including Minnesota Correctional Facilities and Minnesota Veterans Homes in eight cities, state lottery facilities, and natural resources installations. Four high-voltage 3512 Caterpillar generators located at MCF-Moose Lake and MSOP-Moose Lake require step-down transformers for load bank testing. Services include 64-point and 67-point inspections, cooling system services, megohmmeter testing, load bank testing, engine and generator inspection and adjustment, battery inspection and replacement, and fuel testing and sampling. The contractor must employ trained technicians for all preventive maintenance (subcontracting prohibited for preventive work) and maintain a 24/7/365 on-call operations center capable of four-hour dispatch and one-hour emergency response. A minimum of three years' documented experience maintaining diesel generators 1600 kilowatts or larger is required, and respondents must provide three business references demonstrating simultaneous maintenance of at least three 1600-kilowatt-or-larger units since May 1, 2023.
The initial contract term runs November 1, 2026, through October 31, 2028, with extension options up to an additional 36 months. Pricing is evaluated on 900 of 1,000 total points. The contractor must comply with Minnesota prevailing wage requirements and maintain commercial general liability, commercial automobile liability, workers' compensation, pollution liability, and network security and privacy liability insurance at $2,000,000 per occurrence or combined limit.
A non-mandatory site visit deadline was September 4, 2026. Questions are due September 7, 2026, at 3:00 p.m. Central Time via email to jeffrey.combs@state.mn.us, with responses provided only in addendum format. Award is anticipated by October 31, 2026. Responses must be submitted through the SWIFT Supplier Portal using Exhibit D Price Schedule format and may not be submitted electronically or by email.
