About this opportunity
Mt. San Antonio Community College District is soliciting prequalification applications for roofing repairs and partial replacements at Buildings 2M, 2T, 9A, and 69, with prequalification applications due July 7, 2026 at 2:00 p.m. This is a prequalification phase only; only contractors receiving a Prequalification Approval Letter will be eligible to bid in the subsequent formal bidding phase. A mandatory job walk is scheduled for June 30, 2026 at 9:00 a.m. at 1100 N. Grand Ave, Walnut, California.
Contractors must hold a current California Contractor's License classification C-39 (Roofing) and be Department of Industrial Relations (DIR) registered. A three percent Disabled Veteran Business Enterprise (DVBE) participation goal applies. The District has established a Community Workforce Agreement (CWA) requiring prevailing wage compliance, apprentice utilization up to 30 percent of craft workforce, and a 30 percent local resident employment goal prioritizing workers from designated zip code areas within the college's service area.
The scope includes selective demolition of existing roofing materials, installation of modified bituminous membrane roofing systems or reinforced fluid-applied waterproofing systems, flashing and sheet metal work, and installation of new walkway pads and expansion joints. Building 2M requires complete roof system replacement down to structural metal deck with new insulation; Buildings 2T, 9A, and 69 involve field membrane preservation with selective component replacement. The basis of design specifies SikaShield by Sika Corporation for modified bitumen with approved alternates from Soprema and Siplast; Sikalastic RoofPro WP 20 for fluid-applied waterproofing with approved alternates. All roofing systems must comply with Title 24 reflectivity requirements and ASTM D6163 specifications. Contractors must be manufacturer-certified applicators eligible to obtain 20-year full system warranties and 5-year applicator warranties.
Prequalification applicants must demonstrate financial capacity (the lesser of ten times working capital or ten times net worth based on reviewed or audited financial statements), minimum combined comprehensive single-limit liability insurance of $2,000,000, and proof of bondability from an admitted California surety with an A- rating or better. Contractors must have completed at least two public works building projects within the past five years in California. Prequalification scoring uses a maximum of 86 points with a minimum of 70 points required to qualify. Bid security of ten percent of the maximum bid amount will be required in the subsequent bidding phase.

Any prior prequalification approvals, determinations, letters, emails, or other communications issued by the District shall not apply to this solicitation. All interested bidders, including those previously prequalified by the District for other projects or solicitations, must complete and submit the prequalification application and all required documentation specified in this bid. Only bidders determined by the District to be prequalified under this specific solicitation will be eligible to submit a bid.

Please note: The Specifications, Construction Agreement, General Conditions, and other contract documents are provided for informational purposes and will govern the subsequent bidding phase. To be considered for prequalification, interested bidders are only required to submit a complete Prequalification Application, along with all required supporting documentation.
General Project Description:
Repairs and partial roof replacements at Buildings 2M, 2T, 9A, and 69 to address deteriorated roofing systems with diminished water-shedding performance and ongoing rain-related intrusions. Completed work will restore fully watertight, code-compliant roofing systems with long-term warranty protections. This Roofing Project involves restoration and replacement of roofing systems on multiple campus buildings (including 2M, 2T, 9A, and 69), using either a reinforced fluid-applied waterproofing system or a 72-mil PVC felt back membrane system. Scope includes removal and replacement of flashings, coping, walk pads, and expansion joints; repair and preparation of existing substrates; installation of new adhered membranes; robotic hot-air welded seams; and compliance with ES-1 edge metal and California Title 24 energy requirements. The project requires manufacturer-certified systems (Sika/Sarnafil basis of design) with a 20-year full system warranty and contractor workmanship warranty. Work also includes cover board installation where required, parapet and metal edge detailing, drain improvements, equipment curb encapsulation, walkway pads, and strict quality control measures including pre-installation coordination, manufacturer inspections, and protection protocols to ensure long-term watertight performance.
