About this opportunity

The City of Pasadena is requesting proposals for Power Delivery General Engineering Services to supplement its Water and Power Department's Power Delivery Division, with proposals due October 22, 2026 at 3:00 p.m. and questions due October 8, 2026 at 4:00 p.m. The City intends to award multiple contracts to establish a pool of qualified engineering consultants and makes no guarantee of minimum work volume.

Engineering services span six scope of work groups: Receiving Station and Substation Design; SCADA, Automation, Communications, and Control Design; System Planning; Civil and Structural Engineering; Electric Vehicle Charging Infrastructure; and Renewable Energy, Energy Storage, Interconnection, and Technical Advisory Services. Associated services—construction management, inspection, drafting, and technical support—may be required under individual task orders. Consultant designs and deliverables remain subject to review and approval by PWP engineering groups. Consultants shall not supervise City employees or exercise project management authority; work that is ongoing, predictable, or programmatic over multi-year periods will generally be performed by permanent PWP staff.

Proposers must demonstrate a minimum of five years of relevant experience and submit documentation of five completed projects within the past five years for each scope of work group proposed. Staff must include California-registered professional engineers in applicable disciplines. Proposers must submit separate Technical (not to exceed 50 pages) and Price Proposals. The Price Proposal shall include fully burdened hourly rates for identified labor classifications and any additional costs; quantities listed are for evaluation purposes only and do not constitute guaranteed work commitments.

The initial contract term is five years from execution, with three optional one-year extension periods at the City Manager's discretion. Work will be authorized through individual task orders on either a lump-sum or time-and-materials/not-to-exceed basis. Beginning after the first contract year, contractors may request annual rate adjustments not to exceed the Consumer Price Index increase for Los Angeles-Long Beach-Anaheim. Contracts exceeding $25,000 are subject to the City's Living Wage Ordinance, minimum wage requirements, and comprehensive insurance requirements. Proposals must comply with accessibility requirements under the Americans with Disabilities Act, including WCAG 2.1 Level AA standards for digital deliverables and PROWAG compliance for public rights-of-way work. Submission is via the City's eProcurement Portal.

Consultant staff shall include engineers registered in the State of California in the relevant disciplines, including civil, electrical, structural, mechanical, control systems, and/or fire protection engineering, as applicable to the services being performed.
