About this opportunity
The Colorado Department of Natural Resources, Division of Parks and Wildlife, issued a Design/Build Request for Proposals (RFP-PMAA-2015-6) for the construction of 6 miles of singletrack trails at Ridgway State Park, located approximately 22 miles south of Montrose, Colorado. The project encompasses designing and constructing a multi-use trail system suitable for hikers and mountain bike users with varying difficulty levels, along with a small parking lot to serve both park and off-park users. Proposals were due April 29, 2015 at 4:00 p.m., with a mandatory pre-proposal meeting held on April 13, 2015 at the Ridgway State Park Visitor's Center, and a pre-bid sign-in conference conducted on April 15, 2015. Qualified contractors were required to demonstrate a minimum of three similar projects completed within the past five years and provide a Project Manager with comparable experience. The evaluation methodology employed a single-phase, "Best Value" selection process with 50 percent weighting assigned to qualifications and project approach and 50 percent to project costs, with cost proposals sealed and opened only after qualification evaluations were completed. Project selection was announced on May 11, 2015, with contract approval projected for June 1, 2015, and project completion required no later than September 2015. The selected contractor would be required to negotiate a Guaranteed Maximum Price with the state and comply with the Colorado Special Provisions and the Division of Parks and Wildlife General Requirements and Covenants for Capital Construction.
Service-disabled veteran-owned small businesses registered with the U.S. Department of Veterans Affairs were eligible to receive a 5 percent bid preference, and resident bidder preferences applied according to Colorado law. Alutiiq General Contractors LLC was identified as the selected contractor through the competitive RFP process, as documented in the executed Design/Build Contract Agreement. The contractor's work scope was limited exclusively to State and Bureau of Reclamation property at Ridgway State Park, with coordination required with the firm constructing 20 miles of concurrent Bureau of Land Management trails to ensure seamless connections at jurisdictional boundaries. The estimated project cost range was $50,000 to $100,000. The selected contractor was required to obtain comprehensive insurance coverage including workers' compensation, general liability with $1,000,000 limits, and automobile liability coverage, with the State of Colorado named as additional insured. All contractors were obligated to comply with federal and state employment verification requirements, including the E-Verify Program, and were subject to liquidated damages for failure to meet the project completion deadline unless additional time was granted through a Contract Modification Agreement.
