About this file
This Request for Proposals is issued by the Colorado Department of Natural Resources, Division of Parks and Wildlife, seeking design-build services for the 2015 Ridgway State Park East Side Singletrack Trail project. The project involves designing and constructing 6 miles of singletrack trails at Ridgway State Park, located approximately 22 miles south of Montrose, Colorado on US 550. The trail system is intended for hikers and mountain bike users with a spectrum of difficulty levels and will include a small parking lot to serve both park and off-park users. A mandatory pre-proposal meeting was scheduled for April 13, 2015 at 1:00 p.m. at the Ridgway State Park Visitor's Center. Proposals were due on April 29, 2015 at 4:00 p.m. to the Department of Natural Resources Purchasing Office in Denver. The selection was announced on May 11, 2015, with contract approval projected for June 1, 2015, and project completion required no later than September 2015. The estimated cost range for the project is $50,000 to $100,000.
Interested firms must meet all minimum qualifications, including demonstrating a minimum of three similar projects completed within the past five years and providing a Project Manager with comparable experience. The evaluation methodology employs a single-phase selection process with 50 percent weighting assigned to qualifications and project approach and 50 percent to project costs, representing a "Best Value" approach. Cost proposals were to be sealed separately and opened only after qualification evaluations were completed. The selected contractor will negotiate a Guaranteed Maximum Price (GMP) with the state following the selection process. Service-disabled veteran-owned small businesses registered with the U.S. Department of Veterans Affairs may receive a 5 percent bid preference, and resident bidder preferences apply according to Colorado law. The contractor must obtain comprehensive insurance coverage including workers' compensation, general liability with $1,000,000 limits, and automobile liability coverage, with the State of Colorado named as additional insured. The contract will incorporate Colorado Special Provisions and the Division of Parks and Wildlife General Requirements and Covenants for Capital Construction.

Background
The Ridgway East Side trail system has been in planning and clearance stage for several years.
Internal planning has been completed and cultural clearances were obtained 2012. The Bureau of Reclamation completed the biological clearances and Environmental Assessment in 2012/13. The plan calls for the addition of 6 miles of trails at Ridgway State Park that connects to 20 miles of BLM trails that are to be designed concurrently with said 6 miles of trails.
Project Goals and Objectives
The primary goal of this project is to provide 6 miles of singletrack trails. The trail system is for use by hikers and mountain bike users, not for equestrian. For the bike users, the trail system shall be designed to provide a spectrum of riding for novice to experienced riders.
Principles of the trail design should adhere to the guidelines (www.imba.com) established by the International Mountain Bicycling Association.
A small parking lot shall also be included in that design and will allow for State Park users as well as users from off the Park to access the new trail sections.
The trail system would have a seasonal closure to allow for wintering big game. Trail use during wintering big-game could stress deer and elk already in distress so closure will help protect them during a critical period. Methods and techniques should be used that allow for the trail to be as maintenance free as possible.

2015 Ridgway State Park 1 RFP-PMAA-2015-6 East Side Singletrack Trail
FOR
DESIGN-BUILD SERVICES
FOR
2015 RIDGEWAY STATE PARK EAST SIDE SINGLETRACK TRAIL
Colorado Department of Natural Resources, Division of Parks and Wildlife
1. GENERAL INFORMATION
1.1. PURPOSE
The purpose of this Request for Proposals (RFP) is to obtain competitive proposals from qualified individuals and firms to provide engineering design and construction services (Design-Build) for 6 miles of singletrack trails at Ridgway State Park.
The design-build delivery method requires a construction firm team with a design firm and partner together to design and construct the improvements. The Design- Build team is given the responsibility for Quality Control and Quality Assurance for the Work, including, Design, Construction and Materials.
This RFP provides prospective proposers with sufficient information to enable them to prepare and submit proposals for consideration by the Department of Natural Resources to satisfy the needs as outlined in Section 1.3, Scope of Services.
1.2. INTRODUCTION/DESCRIPTION OF PROJECT
1.2.1. Project Goals and Objectives
The primary goal of this project is to provide 6 miles of singletrack trails at Ridgway State Park on BOR land that connects to 20 miles of BLM trails. The trail system is for use by hikers and mountain bike users, not for equestrian. A small parking lot shall be included in the design which allows for State Park users as well as users from off the Park to access the new trail sections.
Principles of the trail design should adhere to the guidelines established by the International Mountain Bicycling Association. Methods and techniques should be used that also allow for the trail to be as maintenance free as possible.
Long term maintenance along with user satisfaction are an emphasis of this project.
1.2.2. Project Location
The project is located along the eastern limits of Ridgway State Park just to the east of US 550. Ridgway State Park is approximately 22 miles south of Montrose and 4 miles north of Ridgway on US 550. The address of Ridgway State Park is 28555 US 550. The approximate geodetic coordinates of the project site location are 38o12’33”N, 107o43’37”W.
2015 Ridgway State Park 2 RFP-PMAA-2015-6
1.2.3. Project Background
The Ridgway East Side trail system has been in planning and clearance stage for several years. Internal planning has been completed and cultural clearances were obtained 2012. The Bureau of Reclamation completed the biological clearances and Environmental Assessment in 2012/13. The plan calls for the addition of 6 miles of trail at Ridgway State Park that connects to 20 miles of BLM trails that are to be designed concurrently with said 6 miles of trails. The selected firm/team will need to need to provide the Bureau of Reclamation the final plan prior to trail construction starts. Reclamation must approve final designs prior to any trail or other construction. Environmental Commitments along with the requirements described in the Environmental Assessment shall be implemented.
1.2.4. General Design Guidelines
Principles of trail design should adhere to the guidelines established by the International Mountain Bicycling Association.
Trail design will avoid the following:
Long sightlines on shared-use trails
Rocks and other obstacles in the trail tread of beginner and intermediate shared-use trails
Drainage structures such as dips or dams designed into the trail
Shared-use trails at Ridgeway Trail System will achieve the following design principles:
Average trail grade of 10%
“Halves Rules” trail tread will not exceed half of the side slope
Minimum trail tread width of 24-36 inches
Minimum corridor height of 12 feet
Minimum corridor width of 5 feet
3% tread outslope
Natural soil or rock tread surface
No turnpikes, boardwalks or bridges
The trail design shall avoid long straight segments. A technique called corralling will create a meandering trail that is fun for users to walk or ride. Corralling is an excellent technique to eliminate long sightlines, therefore aiding to prevent user conflicts. Grade reversals will be designed directly into the trail layout. These features provide trail users with short rest sections and prevent water from trenching large sections of trail. Integrated grade reversals prevent labor-intensive trail maintenance of construction drainage dips or reinforced drainage dips. Sections of trail utilizing grade reversals can exceed 10% but not more than 50% of the cross-slope for short sections of time.
