About this opportunity

Community Consolidated School District 15 (CCSD15) in Palatine, Illinois is requesting bids for playground wood chips material and installation labor across nineteen school buildings, with bids due May 12, 2026 at 11:30 a.m. CDT under RFB BID-26-021.

The scope encompasses approximately 3,200 cubic yards of playground wood chips annually, installed across all school sites. All materials must comply with ADA, CPSC, and ASTM standards (F2075, F1292, F1951) for playground mulch, be virgin wood certified for playground use, sized 1" to 1.5", delivered dry, and free of splinters or large pieces. Bidders must submit separate pricing for wood chips (cost per cubic yard) and labor/equipment for either blown-in mulch (based on 60 cubic yards per delivery) or wheelbarrowed mulch application methods for each contract year. Pricing must be F.O.B. to one location (Rolling Meadows, Palatine, or Hoffman Estates) with all transportation and handling charges paid by the bidder. The District is exempt from federal excise taxes and Illinois use and retailer's occupation taxes, which should not be included in bid pricing.

The contract will be awarded to a single vendor for a three-year term from July 1, 2026 through June 30, 2029. Award will be made to the lowest responsible and responsive bidder considering conformity with specifications, terms of delivery, quality, serviceability, and other factors deemed appropriate by the Board.

Bidders must provide five references, preferably from school districts, for similar work performed within the past three years and complete a contractor questionnaire regarding minority-owned, female-owned, disabled person-owned, veteran-owned, and locally-owned business certifications. Prospective bidders are encouraged to conduct on-site visits to examine playground conditions and verify areas to be serviced. Sealed bids will be publicly opened on May 12 at 11:30 a.m.; bids will be held without right of withdrawal until June 10 at 7:00 p.m., when the Board is anticipated to act on the bid.
