About this opportunity
The City of Detroit Office of Contracting and Procurement is requesting quotes for fill removal and replacement services at 8990 McClellan (Parcel ID 19006958, 48213 zip code) under Group 5, with quotes due July 27, 2026. Only City of Detroit pre-qualified vendors under the Detroit Demolition Program are eligible to submit.
The scope encompasses excavation and load-out of non-hazardous and hazardous fill materials; foundation and footing removal if applicable; backfill material placement in two stages (below and above 12 inches); sidewalk replacement; and site finalization with grading, seeding with Dutch white clover or owner-approved alternate, and seed-and-straw application. Estimated quantities total 435 tons of non-hazardous fill disposal, 315 tons of backfill material, and 120 tons of topfill material. All backfill materials must meet Michigan Part 201 Residential Cleanup Criteria, with materials below 12 inches consisting of crumbling yellow clay, sand, or loam at clay content not exceeding 35 percent; blue and grey clay are prohibited. Backfill material must source from Category 2 sources on the City of Detroit Backfill platform. The property is 3,006 square feet and DLBA-owned.
Compensation is unit-rate based applied only to actual material quantities removed and replaced, not estimated quantities. The contractor must mobilize and commence excavation within seven calendar days of Notice to Proceed, complete fill removal and sewer-lateral exposure within one calendar day of excavation start, and complete backfill and grading within fourteen calendar days of a separate backfill Notice to Proceed. Sidewalk replacement must be completed within 45 calendar days for April 16–September 15 approvals or by August 31 for September 16–April 15 approvals. All work must conclude within 120 calendar days of Notice to Proceed and receive final/winter grade approval.
Quotes remain binding for 365 calendar days. The awarded vendor must provide performance and payment bonds for 100 percent of contract value and Certificate of Insurance naming the City as additional insured within five business days of award. The City reserves the right to award the group to different vendors, one vendor, or any combination. Vendors are subject to the CDD Abatement and Demolition Contractor Discipline Policy and will be disqualified if subject to disciplinary action as of the RFQ due date or if they have not commenced fill removal within stipulated timeframes for work assigned on or after January 14, 2026.
