About this opportunity
The Minnesota Administration Department is requesting proposals for PIT bumpers to be supplied and installed for the Minnesota State Patrol on an as-needed basis under RFP G0210-2000018434, with proposals due July 21, 2026 at 4:00 PM Central Time. A certified targeted group, economically disadvantaged, or veteran-owned business preference of up to 120 points is available; certification is not mandatory for proposal submission, but eligible respondents must indicate their status.
The scope calls for custom-fabricated bumpers constructed from 8-inch C-channel iron with black paint finish, braced to vehicle frames using A36 steel and schedule 80 pipe, meeting dimensional specifications including 1.5-inch spacing from the vehicle body and 14 inches from ground to top. Front and rear configurations must match specific vehicle contours. Responders may propose metal fabrication, machining, metal finishing, drawing/drafting, and engineering/design services; all material suppliers and manufacturers require pre-approval from the buyer. Pricing must be submitted on the state's standardized Price Schedule (Exhibit D) with hourly labor rates and material markups; installation or mounting labor rates should be included if available.
The estimated contract value is $25,000 to $50,000 annually, though this is not construed as minimum or maximum obligation. The contract term runs from August 2026 to July 2028, with an option to extend up to an additional 36 months in increments determined by the state. All work must be performed within the United States; subcontracting is prohibited. The contractor must maintain General Liability ($2 million per occurrence), Automobile Liability ($2 million combined single limits), Workers' Compensation, and Garagekeepers Liability or Property of Others insurance. Contracts exceeding $100,000 require Workforce Certification; those exceeding $500,000 require an Equal Pay Certificate. Questions are due July 14, 2026, to Matthew Figgins (Matthew.Figgins@state.mn.us). Evaluation occurs in three phases: Phase 1 (responsiveness and pass/fail), Phase 2 (weighted criteria: State terms and conditions 100 points, specifications 500 points, cost detail 400 points, plus targeted group preference points), and Phase 3 (best-value selection). The state reserves the right to reject responses, negotiate, conduct demonstrations, and request best and final offers.
