About this opportunity
The City of Phoenix is requesting qualifications for Construction Manager at Risk (CMAR) services for the Phoenix Sky Harbor Operations and Police Facility project, with statements of qualifications due September 11, 2026 at 12:00 pm via the City's Procurement Portal. Firms must maintain a physical business location within Maricopa County to be eligible for the Small Business Enterprise subcontracting goal.
The scope encompasses preconstruction and construction services for a 40,000-square-foot consolidated office facility at 3400 E. Sky Harbor Boulevard serving the Phoenix Aviation Department's Operations Division and Phoenix Police Airport Bureau. Preconstruction deliverables include design collaboration, permit coordination, cost estimating, value engineering, schedule development, and constructability review. During construction, the CMAR will manage subcontractors, process RFIs and submittals, maintain schedules, evaluate change orders, and oversee site safety. The CMAR begins in an agency support role and transitions to a Guaranteed Maximum Price (GMP) contract, with GMP submitted in MasterFormat or CSI format. All project records must be maintained in the City's UNIFIER project management system. Beneficial use is targeted for July 1, 2029, with estimated construction cost of $40 million.
Key Personnel Experience receives the heaviest evaluation weighting at 250 points, followed by Understanding of Project and Approach at 500 points, Firm Experience and Qualifications at 150 points, and General Information at 100 points. Reference checks contribute up to 21 points, based on three performance evaluations submitted directly to soq.referencechecks@phoenix.gov. Firms must hold appropriate Arizona contractor licenses. Statements of qualifications are limited to 20 pages maximum.
A pre-submittal meeting will be held September 1, 2026 at 10:00 am in-person and via Teams. Selection notification is anticipated for early October 2026, with a scope meeting scheduled for mid-October 2026.
