About this opportunity
Northern Colorado Water Conservancy District is requesting bids to supply, install, test, and commission perimeter security gate systems at its facilities, with bids due September 1, 2026, at 2:00 p.m. (MT) and a pre-bid meeting on August 10, 2026, at 11:00 a.m. (MT) via virtual format.
The scope comprises three crash-rated drop arm barriers—two M30/P1-rated units (16-foot and 24-foot) and one M50/P2-rated unit (16-foot)—and one non-rated automated slide gate. Installation locations are Horsetooth Valve House and Soldier Canyon Access. All pricing must include labor, materials, equipment, permits, automation, barrier heaters, Knox boxes, Optex sensors, safety devices, excavation, potholing, utility coordination, terminations, testing, commissioning, training, and warranty services. Bidders must demonstrate that installation personnel are trained and authorized by equipment manufacturers and hold all required Colorado licenses, registrations, insurance, and bonding. Northern Water will supply communications and power to project locations; the bidder is responsible for site-specific layout drawings, shop drawings, utility coordination, excess spoil management, and comprehensive closeout documentation including operation manuals, as-built drawings, and spare parts lists.
Crash-rated barriers require minimum five-year manufacturer warranties; automated gate operators require minimum five-year warranties. A one-year workmanship warranty covering installation defects and programming errors is required. A bid bond of five percent of the bid price is required; successful contractor must furnish performance and payment bonds each equal to 100 percent of the contract sum. Bids must remain firm for 90 days from submission, and the successful bidder must execute the contract within 30 days of award. Written questions are due August 13, 2026, at 12:00 p.m. (MT), with responses issued by August 17. Electronic bids are submitted through the Rocky Mountain E-Purchasing System (RMEPS).
