About this opportunity
The City of Hagerstown is requesting competitive bids for per- and polyfluorinated alkyl substances (PFAS) testing services required under its NPDES permit, with bids due August 5, 2026 at 2:00 p.m. Bidders must hold current Maryland laboratory certification for PFAS testing prior to contract execution — the primary eligibility filter.
The scope comprises definitive quarterly PFAS sampling and analysis at the Hagerstown Wastewater Treatment Plant over a 12-month initial period, with concurrent sampling from three locations (influent, effluent, and biosolids sludge) on the same day for four consecutive quarters. Analysis must follow EPA Method 1633A for 40 PFAS compounds. The City's laboratory staff will perform sample collection; the contract laboratory will conduct all analysis. Test results must be reported to the City within three weeks of each quarterly sampling completion. The comprehensive bid price must cover study plan preparation, sample containers, sampling supplies, shipping, preservatives, chain of custody documentation, sample pickup or shipping, quality control checks, report preparation, and MDE-required detection limits.
The contract is for an initial 12-month term with potential amendment for two additional one-year periods under mutually agreeable terms, contingent upon Maryland Department of Environment approval and within 90 days' notice from the City. Any subcontracting requires prior City approval, and subcontract laboratories must also hold Maryland certification for PFAS testing. Bidders must provide proof of current Maryland laboratory certification prior to contract execution.
Insurance requirements include Workers Compensation, Comprehensive General Liability, and Business Automobile Liability with minimum coverage limits of $1 million. Bid prices must remain firm for 90 days. Payment terms are net 30. No pre-bid meeting or bid bond is required. Proposals are submitted via Dropbox and are subject to inspection under Maryland's Public Information Act.
