About this file
This is an Invitation to Bid (ITB) issued by the City of Hagerstown, Maryland Finance Department for Per- and Polyfluorinated Alkyl Substances (PFAS) testing services required under the city's NPDES permit. The City seeks competitive bids from qualified laboratories certified in Maryland to perform definitive quarterly PFAS sampling and analysis at the Hagerstown Wastewater Treatment Plant. The testing program requires concurrent sampling from three locations—influent, effluent, and biosolids sludge—on the same day for four consecutive quarters during a 12-month period following Maryland Department of Environment (MDE) approval of the study plan. Sampling must be conducted in accordance with EPA Method 1633A for 40 PFAS compounds, with sample collection performed by the City's laboratory staff and all analysis performed by the contract laboratory. The bid submission deadline is 2:00 p.m. on Wednesday, August 5, 2026, with proposals submitted via Dropbox. No pre-bid meeting or bid bond is required. The contract is for an initial 12-month period with potential amendment for two additional one-year periods under mutually agreeable terms, contingent upon MDE approval and within 90 days' notice from the City. Test results must be reported to the City within three weeks of quarterly sampling completion.
The comprehensive bid price must include all costs associated with testing and sampling events, including the study plan preparation, sample containers, sampling supplies, shipping, preservatives, chain of custody documentation, sample pickup or shipping, quality control checks, report preparation, and MDE-required detection limits. No set-asides or special procurement provisions are identified in the solicitation. The City requires proof of current Maryland laboratory certification for PFAS testing prior to contract execution, and any subcontracting must be pre-approved by the City with the subcontract laboratory also certified in Maryland. Standard City of Hagerstown procurement terms apply, including a 90-day bid binding period, insurance requirements (Workers Compensation, Comprehensive General Liability, and Business Automobile Liability with minimum limits of $1,000,000), and compliance with federal and state employment authorization programs. Payment terms are net 30 days, and all proposals are subject to inspection under Maryland's Public Information Act.

PFAS TESTING SCOPE OF WORK
The City of Hagerstown is seeking competitive bids for per- and polyfluorinated substances (PFAS) as required by the Maryland Department of Environment (MDE) to satisfy the requirements of our NPDES permit. Please refer to Appendix B for a copy of the City of Hagerstown NPDES Permit containing all requirements for the
PFAS testing. The Laboratory shall be required to ensure all testing meets the requirements identified in the permit to include chain of custody, sample containers, sample preservation (when applicable), sample storage, sample hold time, methodology, method detection limits, etc. The testing program must consist of definitive quarterly sampling from the influent, effluent, and bio solids sludge. Testing of the three sample sites must be conducted concurrently on the same day for 4 consecutive quarters, during a 12-month period following MDE approval of the study plan. This contract may be amended for two (2) additional one year contract periods under mutually agreeable terms within 90-days’ notice from the City of the original 12-month contract expiration date. The comprehensive bid must include all costs associated with all testing/ sampling events which include but is not limited to: Study plan, sample containers, sampling supplies, shipping of all supplies, sampling instructions, any required preservatives, chain of custodies, sample pickup or shipping associated with collected samples, preparation of reports, delivery of reports within the stipulated 3 week period after sample collection, all required quality control checks, and all MDE required detection limits. The City’s laboratory staff will be responsible for the physical collection of grab and 24-hour flow-proportional composite samples. All sample analysis must be performed in accordance with the latest revision of EPA Method 1633A
(EPA 820-R-24-007) and must be performed by laboratories that are certified in the State of Maryland to analyze wastewater samples. The successful bidder must submit a current laboratory certification in Maryland for PFAS Testing. If any part of this testing is subcontracted to another laboratory, that laboratory must be certified in the State of Maryland for all analysis being performed for this bid. The City must give prior approval before any testing can be subcontracted. The scope of work is as follows:
PFAS Testing
1. The successful bidder shall submit to the City of Hagerstown, within 21 days of receiving confirmation of bid acceptance, a study plan to evaluate per- and polyfluorinated substances (PFAS) at the City of
Hagerstown’s Wastewater Treatment Plant Outfall 001A for effluent, influent sampling site, and wet biosolids sludge (before lime addition) sampling site using. The study plan shall encompass a discussion of the following items:
a. PFAS monitoring shall consist of the definitive quarterly sampling of PFAS compounds in the influent, effluent and bio-solids sludge. Monitoring of PFAS at the three locations shall be conducted concurrently, on the same day, for four (4) consecutive quarters, during a twelve (12) month period after approval of the Plan. The quarters shall end in March, June, September, and
December. At least one (1) of the 4 quarterly sampling events shall be planned and scheduled to evaluate the impacts of wet weather conditions (i.e., with precipitation of 0.5 (one-half) inches or greater) on PFAS levels within the treatment works. The wet weather sampling event shall be conducted no later than 48 hours after the end of precipitation. The weather conditions during each sampling event shall be identified in the report.
b. The effluent sample shall be collected as the “composite-grab” sample at a specified monitoring point during each sampling event. The composite-grab sample shall be a composition of a minimum of four individual grab samples collected at evenly distributed intervals during the daytime shift(s) or the facility on a sampling day.
c. The PFAS samples shall be analyzed using the latest revision of EPA Method 1633A (EPA
820-Rp24-001) for the forty (40) PFAS compounds, that can be downloaded from the USEPA’s website at: (https://www.epa.gov/cwa-methods/cwa-analytical-methods-and-polyfluorinated-alkyl-substances-pfas).
d. For each sampling event, the sample collection procedures, method-specified holding times, sample preservation, and QA/QC procedures shall be consistent with MDE’s lasts “Per- and
Polyfluoroalkyl Substances (PFAS) Sampling Guidance Document: which can be downloaded from MDE’s website: (https://mdewwp.page.link/PFASGuidance)
e. The methods must be consistent with the Minimum Reporting Limits (MRLs) for PFAS analytes specified in MDE’s latest “Per- and Polyfluoroalkyl Substances (PFAS) Sampling
Guidance Document”
2. Once MDE approves of the PFAS study plan, the first quarter of PFAS monitoring shall begin no later than ninety (90) calendar days.
3. Test results for each quarterly PFAS sampling event shall be reported to MDE, no later than sixty (60) calendar days after receiving the sample results. Test results must be reported to the City within 3 weeks of completion of each quarterly PFAS sampling event. The City shall submit the results, and all pertinent documents, including but not limited to laboratory data sheet, QA/QC report and chain-of-custody, from the quarterly PFAS sampling event to MDE.
4. If testing is not performed in accordance with the MDE-approved study plan, additional testing may be required by MDE. In the event the contract laboratory fails to perform the testing as defined in the approved testing plant, the cost of the additional required testing will be the responsibility of the contract laboratory.
5. MDE will notify the City if the monitoring results exceed the action level set by MDE at the time. The
City shall submit an Action Plan to MDE no later than sixty (60) calendar days after receipt of notification. Upon concurrence of the Action Plan from MDE, the City shall submit progress reports on a semi-annual basis to MDE documenting the status of actions taken. Based on the progress reports, MDE may incorporate additional requirements in the discharge permit through a permit modification and the public participation process.
6. If results of the quarterly testing indicate PFAS level in the effluent are consistently below the action level set by MDE at the time, the City can petition MDE for the quarterly monitoring to be reduced or discontinued.
7. If MDE adds additional PFAS monitoring requirements beyond the initial 12-month sampling requirement, this contract may be amended for up to two (2) additional one year contract periods under mutually agreeable terms within 90-days’ notice from the City of the original 12-month contract expiration date.
