About this opportunity
The City of Boston is requesting bids for PCB encapsulation and repair services at Murphy K-8 School, with bids due October 21, 2026 at 12:00 PM EDT. Bidders must demonstrate five years of experience in abatement, repair, and encapsulation of PCB-containing materials.
The scope covers biannual servicing (twice per year) of PCB-contaminated substrates over a three-year contract term (October 28, 2026 through June 30, 2029). Work must be coordinated with the Boston Public Schools Environmental Supervisor to avoid interference with school arrival and dismissal times and must comply with all applicable laws, regulations, and industry standards.
Bidders must submit itemized pricing for three cost categories: labor costs for routine biannual service, total materials costs, and miscellaneous allowance for unplanned services and emergency response. The miscellaneous allowance is fixed at $4,000 for Year 1, $4,200 for Year 2, and $4,410 for Year 3. The City reserves the right to request more, fewer, or no additional services, with payment based on actual services rendered at the unit prices provided. Award will be made to the responsive and responsible bidder offering the needed quality at the lowest price.
The contract is subject to Massachusetts prevailing wage requirements, with wage rates ranging from approximately $37.53 to $123.92 per hour across 150 construction classifications. Contractors must maintain certified weekly payroll records for three years and file weekly payroll reports with the awarding authority. All submissions must include CM-09 Contractor Certification, CM-16 Wage Theft Prevention certification, CM-07 Bid Summary Sheet, the prevailing wage schedule, and applicable compliance certifications. Bid deposits are required; deposits of the three lowest responsive and responsible bidders are returned upon contract execution or within thirty days of required government approvals. Contract execution and performance bond delivery must occur within ten calendar days of notice of acceptance.
