About this file
This is a bid pricing sheet for the City of Boston's PCB Encapsulation project at Murphy K-8 School, involving the repair and encapsulation of PCB-contaminated materials. The project requires biannual servicing (twice per year) at the school location over a three-year contract period spanning from October 28, 2026, through June 30, 2029. Vendors must demonstrate five years of experience in abatement, repair, and encapsulation of PCB-containing materials and must ensure all work complies with applicable laws, regulations, and industry standards while coordinating with the BPS Environmental Supervisor to avoid interference with school arrival and dismissal times. The contract will be awarded to the responsible and responsive vendor offering the needed quality at the lowest price, with all proposals submitted electronically through the City of Boston Supplier Portal (EV00018055).
Bidders must provide itemized pricing for three cost categories: labor costs for routine biannual service, total materials costs, and a miscellaneous allowance for unplanned services and emergency response work. The miscellaneous allowance is fixed at $4,000 for Year 1 (October 28, 2026–June 30, 2027), $4,200 for Year 2 (July 1, 2027–June 30, 2028), and $4,410 for Year 3 (July 1, 2028–June 30, 2029). Vendors bear responsibility for pricing accuracy, and failure to submit a total bid price will render a proposal non-responsive. All additional charges must be included in the original bid, and the City reserves the right to request more, fewer, or no additional services, with payment based on actual services rendered at the unit prices provided.
