About this opportunity
The Kenton County Airport Board (KCAB) is soliciting proposals for Passenger Facilities Commercial Cleaning Services at the Cincinnati/Northern Kentucky International Airport (CVG), specifically targeting comprehensive janitorial and cleaning services for Concourse A and Concourse B. The RFP (#25-012RFP) seeks a contractor to provide 24/7, year-round cleaning services covering areas including powerwalks, elevators, escalators, restrooms, gate holds, jetbridges, storage areas, and high dusting services. Key deliverables include maintaining cleaning standards aligned with ISSA Cleaning Standards and providing all necessary labor, materials, equipment, personnel, and supervision. The evaluation will be points-based, with 30 points for cost, 10 points for financial stability, 20 points for management/supervision structure, 20 points for overall experience and qualifications, and 20 points for employee attraction and retention programs. The RFP was released on February 20, 2025, with a pre-proposal meeting scheduled for February 27, 2025, at 10:00 am, and proposal responses due by March 13, 2025, at 2:00 pm. Bidders must submit comprehensive documentation including financial statements, references, operational approach, quality control plans, and insurance certificates.
The procurement emphasizes opportunities for disadvantaged business enterprises and includes a Kentucky resident bidder preference mechanism. Bidders must comply with Title VI of the Civil Rights Act and ensure non-discrimination. The contract includes provisions for Kentucky-specific bidder qualifications, such as being authorized to transact business in the Commonwealth and having filed appropriate state taxes. While a specific contract value is not explicitly stated, the RFP suggests a comprehensive three-year contract with an option to renew for three additional one-year periods. Contractors will be required to provide performance and payment bonds, each for 100% of the annual contract amount, and maintain extensive insurance coverage, including commercial general liability, automobile liability, and workers' compensation. The pricing structure is designed as a monthly unit cost for different shifts and areas, with potential annual adjustments based on the Consumer Price Index for the Cincinnati/Northern Kentucky metropolitan area. Bidders must also submit a bid bond equivalent to 10% of the proposed annual contract amount.
