About this opportunity

The City of Loveland is requesting information from qualified parking management firms to support implementation and operation of a comprehensive downtown parking management program, with responses due August 13, 2026. This is an RFI to gather market intelligence on service models, operational approaches, technology solutions, estimated costs, and revenue recovery opportunities to inform future procurement.

The scope encompasses parking enforcement operations Monday through Friday, 9:00 a.m. to 7:00 p.m., with weekend coverage; uniformed parking ambassadors; technology-enabled enforcement; occupancy monitoring; permit administration; and support for potential future paid parking initiatives. The program emphasizes an Ambassador Model prioritizing education and customer service. Implementation will occur in phases, beginning with active parking management and enforcement, potentially expanding into permit parking and paid parking systems.

Respondents must demonstrate experience in municipal downtown parking systems, technology-enabled enforcement, and customer-service-focused operations. Required information includes proposed staffing structure, supervisor organization, customer service approach, and local operational presence within City limits. Firms must propose scalable technology solutions including License Plate Recognition, handheld citation devices, mobile payment applications, permit management systems, and analytics dashboards.

Budgetary pricing submissions must include startup costs, annual operating costs, and estimated revenue recovery projections broken down by category. The City seeks a minimum citation collection rate target of 70% within 90 days and monthly reporting on citations, warnings, appeals, collection rates, revenue, occupancy by zone, and equipment uptime. Firms with existing contracts with the State of Colorado, governmental agencies within Colorado, Omnia, or Sourcewell are encouraged to include contract copies with submissions.

Questions may be posted by July 31, 2026, with City responses provided by August 4, 2026. Submissions are due electronically by 2:00 p.m. through Rocky Mountain E-Purchasing at bidnetdirect.com/city-of-loveland.
