About this opportunity
Miami-Dade County is requesting proposals for a design-build-operate parking access and revenue control system at Miami International Airport under RFP0000014, with proposals due November 13, 2026 and a pre-proposal conference on October 21, 2026 at 10:00 AM. Miami-Dade County Certified Small Business Enterprises (SBEs) receive an additional 10% of technical evaluation points; Local Certified Veteran Business Enterprises (VBEs) receive an additional 5% of technical evaluation points.
The scope encompasses a turnkey PARCS solution serving no fewer than 15,414 public and employee parking spaces across eight facilities (Ibis Garage, Dolphin Garage, Flamingo Garage, Park 1, Park 6, Park 8, High Vehicle Lot, and Employee Parking), scalable to 23,100 spaces, with 35 entry lanes and 26 exit lanes. The system must support paper tickets, credit-card-in/credit-card-out (CCI/CCO), SunPass transponders, RFID credentials, advance-reservation digital credentials, optional app-driven ticketless capability, and cash payment. Core integrations required include Propel (reservations), Park Assist (parking guidance), SunPass, the MDAD payment gateway, identity provider, Microsoft Azure, Power BI, Salesforce CRM, Florida Department of Law Enforcement (FDLE), and SIEM platforms. The system must achieve 99.9% availability over rolling twelve-month periods with a 15-minute recovery time objective and zero recovery point objective for paid-transaction ledger. Entry-lane processing targets are 2.0–2.5 seconds median and 3.0–4.0 seconds at 95th percentile; license plate recognition accuracy must meet 98% daytime and 95% nighttime. Proposers must demonstrate at least five years of comparable PARCS experience at airports with at least one currently operational engagement serving as system operator.
Compliance with PCI DSS v4.0.1, NIST Cybersecurity Framework 2.0, WCAG 2.2 AA accessibility standards, StateRAMP, and FedRAMP is mandatory. Security patching requirements include critical vulnerabilities within 15 calendar days and high vulnerabilities within 30 calendar days. Hardware must not exceed five years past manufacturer's last firmware support date; software must remain within N-1 of vendor's current release. The security matrix requires submission of Software Bill of Materials (SBOM) in CycloneDX or SPDX format and prohibits GNU Affero General Public License (AGPL) code.
The contract term is seven years with one three-year renewal option and up to 180 additional calendar days of extension. Implementation must be completed within 24 months from Notice to Proceed, with a 12-month no-cost warranty and support period post-final acceptance. Paid maintenance commences Year 4 with annual CPI adjustments to the non-labor portion. Evaluation criteria total 1,000 points: 800 technical (proposer experience 120 points, key personnel 100 points, PARCS solution architecture and integrations 250 points, implementation and training 180 points, maintenance and service levels 150 points) and 200 price. Title to all deployed hardware and perpetual software licenses vest in Miami-Dade Aviation Department at final system acceptance. The pre-proposal conference is offered in hybrid format via Microsoft Teams.
