About this file

This is an exhibit document outlining job classifications and functional descriptions for a Parking Access and Revenue Control System (PARCS) project at Miami-Dade County, Florida, specifically for Miami International Airport. The exhibit identifies 31 distinct vendor personnel classifications required to design, implement, test, commission, transition, and support the PARCS implementation. These classifications span executive, management, technical, engineering, operations, installation, quality assurance, testing, training, and support functions. The document permits vendors to propose equivalent job titles provided all specified functions are addressed, establishing the baseline personnel capabilities and expertise required throughout the project lifecycle.

The job classifications encompass comprehensive technical and operational expertise, including program executive oversight, project and technical management roles, systems architecture and engineering positions, security and database administration, specialized functions for payment systems, license-plate recognition, airport systems integration, civil and site engineering, construction management, installation and commissioning activities, quality assurance and control, data migration, training and documentation, change management, transition management, warranty and support coordination, and resident on-site technical support. The classifications reflect the complete scope of responsibilities necessary to deliver a fully functional parking access and revenue control solution capable of supporting revenue collection, credit card processing, and system management operations at the airport facility.
