About this file

This is a Price Proposal Schedule attachment for Miami-Dade County's RFP0000014 seeking a Parking Access and Revenue Control System (PARCS) solution for Miami International Airport. The solicitation requires proposers to provide comprehensive equipment, software, installation, integration, implementation, testing, training, warranty, maintenance, and support services for a fully functional parking access and revenue control system. The contract term is seven years for the initial term, with an optional renewal period of three additional years (Years 8-10). Specific hardware components include lane controllers, barrier gates and operators, license plate recognition cameras, automatic vehicle identification antennas and readers, EMV terminals, intercoms with video, customer-facing digital signage, RFID readers, mobile license plate inventory systems, image review workstations, network infrastructure, and pay-on-foot kiosks. Core software modules required include License Plate Recognition, SunPass integration, Park Assist, Propel, Identity, Business Intelligence, and FDLE systems.

Proposers must submit pricing as a fixed-fee engagement with detailed cost breakdowns across implementation services (mobilization, design, project management, hardware, software, testing, training, and commissioning) and recurring service fees (software licenses, maintenance, and support). The evaluation assumes $61,000,000 in annual processed revenue and 1,900,000 annual transactions for credit card processing cost calculations. Implementation is anticipated within 24 months, with the contractor providing no-cost warranty and support during implementation and an additional 12 months post-Final Acceptance. Paid maintenance and support charges commence in Year 4, with subsequent annual adjustments limited to the non-labor portion using CPI methodology. Proposers must clearly indicate whether they will utilize the County's existing credit card processor or propose an alternative, detailing all associated transaction, gateway, and recurring fees. Optional pricing for equipment additions, software expansions, third-party system integrations, and labor services at specified hourly rates are requested for negotiation purposes but excluded from contract evaluation. Miami-Dade County is tax-exempt from all federal, state, and local taxes.

ATTACHMENT C

PRICE PROPOSAL SCHEDULE

A. PROPOSED PRICE

The Proposer's price shall be submitted on this Attachment C, Price Proposal Schedule. Proposer is requested to fill in the applicable blanks on this form and provide a total price as a fixed fee engagement. Pricing must include ALL COST ELEMENTS being proposed to meet the specifications outlined in Section 2.0 of this Solicitation and Exhibit A – Technical Requirements. The Proposer shall provide a breakdown of the costs, as provided for in the following sections. Items that are not applicable shall be identified as “N/A”, items that are at no charge to the County shall be identified as “N/C”.

The pricing submitted below shall be used to evaluate Proposers as indicated in Section 4.2 of the solicitation.

A.1. CREDIT CARD PROCESSING (ref. RFP section 4.6.B) The Proposer shall indicate whether its proposed solution will utilize the County’s existing credit card processor and merchant-services arrangement.

a. If the Proposer will utilize the County’s existing processor, the Proposer shall identify all additional gateway, integration, authorization, transaction, recurring, or other fees associated with its proposed solution.

b. If the Proposer requires or proposes a different processor, payment gateway, payment facilitator, acquiring bank, or other payment service provider, the Proposer shall identify each entity and disclose all associated costs.

c. The Proposer shall complete all applicable fields below, regardless of whether its proposed pricing structure is based on a flat fee, percentage of processed revenue, per-transaction fee, or a combination thereof.

A.1.1. Proposed Processing Arrangement

Payment facilitator (if applicable)?

A.1.2. Evaluated Processing Cost Using the transaction volume, processed revenue, payment-channel distribution, and other assumptions provided by the County in this Attachment, the Proposer shall calculate its evaluated processing cost below.

For the purposes of proposed credit card processing evaluation, the County will be utilizing the following data

· Annual Processed Revenue Amount $61,000,000*

· Annual number of transactions 1,900,000* *These estimates are not guaranteed; proposer’s pricing shall not be solely based on these estimates.

Formula to evaluate five (5)-year processing cost = {(Annual Processed Revenue × Percentage Rate) + (Annual Number of Transactions × Per-Transaction Fee) + Annualized Recurring Fees + Other Annual Evaluated Fees} × 5 years.

Example = {($61,000,000 × 2.10%) + (1,900,000 × $0.10) + (12 × $2,000 monthly fee)} × 5 years = ($1,281,000 + $190,000 + $24,000) × 5 = $7,475,000.

Warranty and No-Cost Maintenance and Support Period:

The County anticipates that implementation will be completed within twenty-four (24) months following the Notice to Proceed. The Contractor shall provide all maintenance, support, updates, corrections, and warranty services required during implementation at no additional cost to the County.

Following completion of implementation and the County’s issuance of Final Acceptance, the Contractor shall provide an additional twelve (12) consecutive months of warranty, maintenance, and support services at no additional cost to the County. Based on the anticipated implementation schedule, this no-cost period is expected to occur during Contract Year 3.

If implementation extends beyond twenty-four (24) months, the no-cost twelve-month warranty, maintenance, and support period shall begin upon Final Acceptance and shall not be shortened, eliminated, or deemed to have commenced solely because Contract Year 3 has begun or elapsed. Charges for ongoing maintenance and support may commence only after expiration of the twelve-month no-cost period following Final Acceptance.

The Proposer shall identify its first paid annual maintenance and support price after the required twelve (12)-month no-cost period following Final Acceptance. At the County’s request prior to award, the Proposer shall provide a breakdown of that price identifying labor and eligible non-labor components (totaling 100%). Subsequent annual adjustments, if approved, shall apply only to the eligible non-labor portion according to the CPI methodology in Article 8 of Attachment E. Software licenses, cloud hosting, credit card transaction charges, optional services, and equipment shall not be automatically adjusted under this CPI provision.
