About this opportunity

Connecticut prevailing wage requirements under Connecticut General Statutes Section 31-53 apply, with rates established as of July 7, 2026 and subject to annual adjustments on July 1st. Bidders must self-perform a minimum of 50% of the total contract value with their own organization — a mandatory in-house performance threshold.
The scope encompasses demolition of existing infrastructure and installation of a new prefabricated concrete controls/electrical building, wastewater pumps, piping, valves, fittings, pump controls, exterior generator, electrical systems, site furnishings, and related work. Six line items structure the bid: Parker Terrace Pumping Station complete work (lump sum), bypass pumping complete work (lump sum), $20,000 allowance for contaminated materials abatement, $5,000 allowance for uniformed officers and traffic control, $30,000 allowance for utility company work, and mobilization, bonds, and insurance (not to exceed 5% of items 1–5 combined).
Each bid must be accompanied by a bid bond in the amount of 10% of the total bid, with original bonds mailed within 24 hours of the virtual opening. The successful bidder will be required to provide 100% performance and payment bonds in the full amount of the contract price. Bidders must comply with OSHA 10-hour safety and health certification requirements, submit certified weekly payroll, provide evidence of three similar completed projects with references, comply with the Town's Code of Ethics, disclose litigation or mediation from the previous five years, and certify compliance with Connecticut ordinances prohibiting natural gas and oil waste from extraction activities. The project engineer is Weston & Sampson Engineers, Inc.; technical questions should be directed to Jeff Lemay, Director of Wastewater, Refuse, and Recycling.
