About this opportunity
The Toledo Area Regional Transit Authority (TARTA) is requesting bids on paratransit garage improvements at 130 Knapp Street, Toledo, Ohio, with bids due August 28, 2026. The project may require a Project Labor Agreement (PLA), which bidders must account for in cost estimates.
The scope includes resurfacing existing asphalt parking areas, modifying and extending fencing, and installing security gates and barriers to enhance facility condition, security, and accessibility. Two alternates are available: Alternate No. 1 for a walking path and landscaping, and Alternate No. 2 for patio upgrades and landscaping. The contract is awarded on a single-prime, stipulated-price basis. TARTA intends to occupy adjacent portions of the building and site during construction and operate certain portions prior to completion.
Bidders must submit bids using the AIA G702/G703 format, with a Schedule of Values due within 15 days of the Owner-Contractor Agreement. The project manual, prepared by architect Richard L. Bowen + Associates Inc. (with civil/structural engineering by DGL Consulting Engineers, electrical by Heapy Engineering, and landscape architecture by EDGE), establishes detailed procedures for change orders, submittals, requests for interpretation, progress payments, and quality assurance. All submittals must be provided electronically through Newforma Project Center in PDF format. The contractor must submit certified payroll forms weekly in compliance with Davis-Bacon and Related Acts prevailing-wage requirements, along with subcontractor payment affidavits within 15 days of payment. A construction progress schedule using Critical Path Method analysis is due within 10 days of agreement, with daily construction reports documenting weather, personnel, equipment, safety incidents, and work progress. Testing and inspection agencies must be accredited under IAS AC89 standards. Bidders must submit non-collusion declarations and lobbying certifications. The Architect will review submittals within seven calendar days. The project is subject to all federal and state regulations, building codes, and reference standards current as of the contract date.
