About this opportunity
The State of Connecticut Department of Administrative Services is requesting bids on low-toxicity paints, coatings, thinners, and removers under ITB 26PSX0104, with bids due October 21, 2026 at 2:00 PM EDT. All products must comply with Connecticut General Statute 4a-67h and be suitable for application to wood, stucco, drywall, masonry, concrete, metal, asphalt, grass, and synthetic turf surfaces.
Products must meet strict environmental standards: maximum VOC of 150 grams per liter, viscosity of 80–100 Kreb Units, PFAS-free formulations, and low GHG emissions. Virgin or unused products must be certified by the Master Painters Institute, Green Seal, Cradle to Cradle, Greenwise Gold, or an independent laboratory to Green Seal Specification GS-11. Recycled or reprocessed paint must contain at least 50 percent secondary and post-consumer coatings with a minimum of 10 percent post-consumer content and must be produced by a certified recycled paint manufacturer. All containers must include a minimum of 20 percent recovered material content in packaging and remain usable for at least 12 months after delivery.
The price schedule covers 52 line items organized into seven categories: premium grade interior and exterior paints, contractor grade paints, recycled paint, specialty coatings, thinners and cleaners, spray paints, and automotive paints, available in one-gallon and five-gallon sizes. Delivery is required within ten business days of order. Payment terms are net 45 days for standard vendors or net 25 days for certified small business enterprises and minority business enterprises. Pricing is fixed for the first contract year; adjustments after year one are capped at the lesser of the U.S. Bureau of Labor Statistics Producer Price Index for Paint/Coatings or four percent per twelve-month period and require DAS approval with supporting documentation.
The contract becomes effective upon award and runs through December 31, 2029, with extension options available. Contractors must participate in Connecticut's Paint Product Stewardship Program throughout the contract term and provide consumer education and recycling/take-back programs. Vendors must submit questions by October 8, 2026 at 4:00 PM EDT. All bids must be submitted electronically through the CTsource portal; paper, phone, email, and facsimile responses will not be accepted. The contract will extend to Connecticut political subdivisions, schools, and not-for-profit organizations at identical pricing and terms.
