About this file
This is a Contract Exhibit A specification document for the State of Connecticut's paint procurement under Contract #26PSX0104, establishing requirements for low-toxicity, PFAS-free, low VOC, and low GHG emitting paints, coatings, thinners, and removers. The products must be suitable for application to multiple surface types including wood, stucco, drywall, masonry, concrete, metal, asphalt, grass, and synthetic turf. All contractors performing under this contract must participate in Connecticut's Paint Product Stewardship Program as established by Public Act No. 11-24 and administered by PaintCare, maintaining this participation throughout the contract term.
The contract specifies detailed product requirements including viscosity standards of 80-100 Kreb Units, maximum VOC limits of 150 grams per liter, and availability in multiple finishes (flat, satin, eggshell, semi-gloss, and glossy) and colors. All virgin or previously unused products must meet certification requirements from either the Master Painters Institute, Green Seal, Cradle to Cradle, or Greenwise Gold standards, or be certified by an independent testing laboratory to Green Seal Specification #GS-11. Recycled or reprocessed products must contain at least 50 percent secondary and post-consumer coatings, with minimum 10 percent post-consumer content, and must be produced by a certified recycled paint manufacturer. Products must be delivered in properly sealed one-gallon and five-gallon containers with packaging containing a minimum of 20 percent recovered material content, remain usable for at least 12 months after delivery, and include comprehensive labeling with manufacturer information, certifications, application instructions, VOC values, and health and safety warnings. Vendors must offer consumer education on paints and a recycling/take-back program, with itemized sales reporting on both EPP and non-EPP products required.
