About this opportunity
The City of Clearwater is requesting information on market capability and capacity for Owner's Advisor services supporting two interconnected Water Reclamation Facilities consolidation projects, with responses due October 9, 2026 at 10:00 a.m. This is an RFI for information gathering and market research only; responses do not constitute a competitive solicitation, no pricing is requested, and participation confers no preference or prerequisite standing in future procurements.
The two projects are the NEWRF Expansion Project, which will expand the Northeast Water Reclamation Facility to increase treatment capacity to approximately 37.33 MGD with headworks, primary treatment, biological treatment, secondary clarification, tertiary filtration, disinfection, chemical storage, and solids handling; and the Primary Lift Stations and Force Main Project, which will convert the Marshall Street and East Water Reclamation Facilities into primary lift stations and construct associated force mains conveying wastewater flows to the expanded NEWRF. Respondents must address whether a single Owner's Advisor firm could effectively support both projects concurrently, staffing capacity and technical disciplines available, and key considerations for procurement strategy. If retained, a single Owner's Advisor would assume program-level coordination and management of interfaces and dependencies between projects, including design criteria alignment, schedule interfaces, construction sequencing, system tie-ins, startup, commissioning, and operational transition.
Anticipated OA services may include project delivery and procurement support, engineering and technical support, design review, project and program management, risk identification and mitigation, constructability review, cost estimating, schedule review, construction-phase advisory services, stakeholder and permitting coordination, operations and maintenance integration, and startup and commissioning support. Responses are limited to five pages, excluding cover letter and organizational chart. Questions are due October 1, 2026 at 10:00 a.m. Submissions must be made electronically through the City's e-Procurement Portal.
