About this file

This is a Request for Information (RFI) issued by the City of Clearwater, Florida, seeking market capability and capacity information from qualified professional consulting and engineering firms to provide comprehensive Owner's Advisor services for two interconnected capital improvement projects under the City's Water Reclamation Facilities consolidation program. The two projects are the NEWRF Expansion Project, which will expand the existing Northeast Water Reclamation Facility to increase treatment capacity to approximately 37.33 MGD with major improvements including headworks, primary treatment, biological treatment, secondary clarification, tertiary filtration, disinfection, chemical storage, and solids handling; and the Primary Lift Stations and Force Main Project, which will convert the Marshall Street and East Water Reclamation Facilities into primary lift stations and construct associated force mains to convey wastewater flows to the expanded NEWRF. Responses are due by Friday, October 9, 2026, at 10:00 am through the City's e-Procurement Portal, with a question submission deadline of October 1, 2026, at 10:00 am. The RFI was released on September 17, 2026. Respondents must submit responses electronically and are requested to address three key areas: market capability assessment of whether a single Owner's Advisor firm could effectively support both projects concurrently, firm capability regarding staffing capacity and technical disciplines available, and key considerations the City should evaluate when determining procurement strategy.

This RFI is for information gathering and market research purposes only and does not constitute a competitive solicitation or offer to enter into a contract. No pricing or fee proposals are requested at this time. Responses are limited to five pages, excluding a cover letter and organizational chart, and should be concise without extensive marketing materials or detailed resumes. Participation in this RFI does not constitute a prerequisite for participation in any future solicitation and will not provide any preference or advantage in subsequent procurement processes. Anticipated Owner's Advisor services may include project delivery and procurement support, engineering and technical support, design review, project and program management, risk identification and mitigation, constructability review, cost estimating, schedule review, construction-phase advisory services, stakeholder and permitting coordination, operations and maintenance integration, startup and commissioning support, and project closeout. If a single Owner's Advisor is retained, the firm would be responsible for program-level coordination and management of interfaces and dependencies between the two projects, including design criteria alignment, schedule interfaces, construction sequencing, system tie-ins, startup, commissioning, and operational transition.

DETAILED SPECIFICATIONS

3.1 Purpose

The City of Clearwater is seeking information from qualified professional consulting and engineering firms regarding market capability and capacity to provide comprehensive Owner’s Advisor (OA) services for two interconnected capital improvement projects associated with the City’s Water

Reclamation Facilities consolidation program.

The purpose of this Request for Information (RFI) is to assist the City in determining whether the professional services market has firms or consultant teams with the qualifications, staffing capacity, technical expertise, and organizational resources necessary to successfully provide Owner’s Advisor services for both projects concurrently under a single contract.

v. 7.2024 3

This RFI is for planning and market research purposes only and is not a solicitation for competitive selection or an offer to enter into a contract. Responses will be used to assist the City in determining the appropriate scope and procurement strategy for future Owner’s Advisor services.

Participation in this RFI is not a prerequisite for participation in any future solicitation, nor will participation provide any preference or advantage in any subsequent procurement.

3.2 Program Overview

The City is undertaking a major capital improvement program to consolidate the Marshall Street and

East Water Reclamation Facilities into an expanded Northeast Water Reclamation Facility (NEWRF).

The program currently consists of two major interconnected projects:

NEWRF Expansion Project. Expansion of the existing NEWRF to increase treatment capacity to approximately 37.33 MGD. Major improvements are anticipated to include headworks, primary treatment, flow equalization, biological treatment, secondary clarification, intermediate pumping, tertiary filtration, disinfection and chemical storage, solids handling, and dewatering improvements.

Primary Lift Stations and Force Main Project. Conversion of the Marshall Street and East WRFs into primary lift stations and construction of associated force mains necessary to convey wastewater flows from the converted facilities to the expanded NEWRF.

Although the projects will have separate scopes, budgets, schedules, and potentially separate Design-

Build contracts, they are operationally interconnected and will require coordination at various stages of design, construction, startup, commissioning, and transition to operation.

3.3 Anticipated Owner's Advisor Services

The City anticipates that Owner’s Advisor services for each project may include, but are not limited to:

• Project delivery and procurement support;

• Professional engineering and technical support;

• Technical criteria development and design review;

• Project and program management;

• Risk identification, allocation, and mitigation;

• Constructability and value engineering review;

• Open-book cost review and GMP development/validation, as applicable;

• Independent cost estimating;

• Schedule review and coordination;

• Construction-phase advisory services;

• Stakeholder and permitting coordination;

• O&M integration;

• Startup and commissioning support; and

• Project closeout.

If a single OA is utilized, the firm would also be responsible for program-level coordination and management of interfaces and dependencies between the two projects, including design criteria, flow assumptions, schedule interfaces, construction sequencing, system tie-ins, startup, commissioning, operational transition, and other activities affecting both projects.

RESPONSE ELEMENTS

v. 7.2024 4

NOTE: Every response received by the City is considered a public record pursuant to Chapter 119, Florida Statutes. Respondents who mark information as exempt from public disclosure must identify the specific exemption applicable to the information. In the event the City receives a public records request for a Respondent’s response, the City reserves the right to independently review the response for statutory exemptions. While the City will take the proposed exemption into consideration when responding to a public records request, please be aware that the response may still be subject to complete disclosure, and the proposed exemption may not meet the statutory criteria. For questions, please contact the City Clerk.

4.1 Response Submission

The City prefers responses are submitted electronically through the City's e-Procurement Portal located at https://procurement.opengov.com/portal/myclearwater.

Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as poor internet connections. The City strongly recommends completing your response well ahead of the deadline.

Respondents can get help through OpenGov Assist, located on the bottom right of the OpenGov portal.

4.2 Response Format

Responses should be concise and limited to five (5) pages, excluding a cover letter and organizational chart. Marketing materials and extensive resumes are not necessary. No pricing or fee proposal is requested.

Respondents are requested to address the following:

A. Market Capability. Based on the general project information provided, does your firm believe that a single Owner’s Advisor firm/team could effectively support both the NEWRF Expansion

Project and the Primary Lift Stations and Force Main Project concurrently? Please respond

Yes or No. Respondents may provide a brief explanation, if desired, but it is not required.

B. Firm Capability. Does your firm have, or could your firm assemble through subconsultants, the staffing capacity and technical disciplines necessary to provide Owner’s Advisor services for both projects concurrently? Please respond Yes or No. A detailed staffing plan, resumes, or identification of proposed personnel is not requested.

C. Key Considerations. Briefly identify any significant market, staffing, scheduling, technical, contractual, or other considerations the City should be aware of when determining whether to procure one Owner’s Advisor for both projects rather than separate Owner’s Advisors.
