About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for overnight unarmed security services at the Kentucky Horse Park, with bids due July 28, 2026 at 1:30 PM ET under RFB 758 2600000688-1. Qualified bidders—including Kentucky Correctional Industries and nonprofits serving individuals with disabilities—receive a 15 to 20 percent preference. Kentucky resident bidders may receive reciprocal preference equal to the preference given by the nonresident bidder's home state.
The scope requires one qualified unarmed security officer per shift to patrol all Park property including barns, campgrounds, buildings, parking lots, event venues, and perimeter areas; monitor for theft, vandalism, trespassing, and suspicious activity; respond to emergencies; and maintain communications with designated Park personnel. The required shift is third shift (12:00 a.m. to 8:00 a.m., 56 hours per week) seven days per week, totaling 2,080 hours annually. Responsibilities include traffic control for large events, monitoring and response to fire and security alarm systems, and first responder duties during emergency situations. The Park hosts over 100 events annually and welcomes approximately 1.7 million visitors.
The initial contract period is two years from the date of award, with four optional two-year renewal periods available at the discretion of both parties. Award will be made on a best value basis: price (95 points) and equine experience (5 points). A minimum of five years equine industry experience is required; only experience exceeding this threshold receives points, capped at 50 years for evaluation. The bidder with the lowest hourly price receives maximum points, with subsequent bids scored proportionally. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.
Proof of Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance if applicable, must be provided prior to award. An optional vendor site visit is scheduled for July 14, 2026 at 9:00 a.m. Written questions are due July 16, 2026 at 1:30 PM ET, with Commonwealth response by July 20. Bids must be submitted electronically through the eProcurement system; vendors must register in the Vendor Self Service System at least 24 to 48 hours before submission. A notarized campaign finance compliance affidavit must be submitted prior to award.
