About this opportunity

Village Community Development Districts (VCCDD) in The Villages, Seminole County, Florida is requesting proposals for outdoor common area maintenance services under an RFP with proposals due July 31, 2026 at 3:00 p.m., with a mandatory pre-proposal conference on July 13, 2026 at 9:00 a.m.

The CAM Manager will provide comprehensive facilities management including coordination, administration, and oversight of maintenance and repair services across landscaping, hardscape, parking lots, sidewalks, stormwater systems, and related infrastructure in The Villages. The selected firm must have a minimum of ten years of experience in facilities management and demonstrate relevant project experience within the past five years, supported by five references. The CAM Manager will act as the District representative, using its own forces for administration and engaging subcontractors to perform maintenance work at unit prices provided in the proposal; the CAM Manager may self-perform work with District consent.

The contract term runs from the effective date through September 30, 2031, with two optional five-year renewal periods. Compensation follows a cost-plus model: the CAM Manager receives reimbursement for documented CAM Costs (third-party maintenance and repair expenses) plus a management fee expressed as a percentage of CAM Costs, with optional minimum annual management fees. CAM Costs are subject to an approved annual budget and do not include the CAM Manager's internal staffing, administration, or overhead except for approved self-performed work. Proposals must clearly identify emergency response pricing and additional reimbursable cost categories.

Evaluation criteria allocate 35 points for firm experience in facilities management, 20 points for proposed staffing and management approach, 20 points for pricing and value, 15 points for years providing similar services, and 10 points for local proximity and response capability. Respondents must submit one original plus three copies and one electronic copy on USB, proof of applicable licenses and certifications, and insurance coverage per District requirements. The selection committee meets August 20, 2026. Attendance at the mandatory pre-proposal conference is required for proposal eligibility.
