About this file
This is a Request for Proposals (RFP) issued by Village Community Development Districts (VCCDD) in The Villages, Florida, for Outdoor Common Area Maintenance Services. The solicitation seeks a qualified facilities management firm with a minimum of ten years of experience to provide comprehensive common area maintenance services including landscape maintenance, hardscape repair, infrastructure management, and operational oversight. The selected firm, termed the CAM Manager, will coordinate maintenance activities, manage subcontractors, oversee vendor performance, and handle day-to-day operational management of common areas featuring landscaping, parking lots, sidewalks, stormwater systems, and related facilities. A mandatory pre-proposal conference is scheduled for July 13, 2026, at 9:00 a.m. at TownePlace Suites by Marriott in The Villages, Florida, with attendance required for proposal eligibility. The deadline for submitting sealed proposals is July 31, 2026, at 3:00 p.m. at the Purchasing Office located at 3571 Kiessel Road, The Villages, Florida 32163. Proposals must include one original and three copies plus one electronic copy on a USB flash drive. The public opening is scheduled for July 31, 2026, at 3:15 p.m., with the selection committee meeting on August 20, 2026, at 10:00 a.m. The initial contract term extends from the effective date through September 30, 2031, with options to renew for two additional five-year periods.
The compensation structure utilizes a cost-plus management fee model where the CAM Manager receives reimbursement for actual documented CAM Costs (third-party maintenance and repair expenses) plus a management fee expressed as a percentage of CAM Costs, with an optional minimum annual management fee. CAM Costs are subject to an approved annual budget developed collaboratively between District staff and the CAM Manager, and do not include the CAM Manager's internal staffing costs, administration, or overhead except for self-performed work approved by the District. Emergency response pricing and additional reimbursable cost categories must be clearly identified in proposals. The evaluation criteria allocate 35 points for firm experience in facilities management, 20 points for proposed staffing and management approach, 20 points for pricing and value, 15 points for years providing similar services, and 10 points for local proximity and response capability. Respondents must demonstrate experience with similar projects within the past five years, provide five references, and submit proof of applicable licenses, certifications, and insurance coverage per District requirements. The RFP references Exhibit E for detailed service specifications and requires compliance with all District purchasing policies, Florida statutes, and federal safety and labor regulations.
