About this opportunity
The State of Wyoming is requesting bids through the Wyoming Oil & Gas Conservation Commission (WOGCC) for the Qualmay Orphan Well Plug and Abandonment Project 2026, with bids due August 14, 2026 at 2:00 p.m. Mountain Time through the Public Purchase online system and questions due August 7, 2026.
The scope encompasses plugging and abandonment of approximately eight orphaned wells located in Park County, Wyoming, approximately eleven miles north of Powell. The contractor must furnish all labor, equipment, services, and materials. Bidders must submit pricing for each of the eight individual wells and provide hourly or per-unit rates for workover rigs, cement mixing and pumping, crew travel and subsistence, backhoes, vac trucks, welders, fluid disposal, and other specialized equipment. All work must comply with WOGCC Rules and Regulations, Chapter 3, Section 18.
The projected start date is September 1, 2026, with required completion by October 31, 2027. The contractor is responsible for utility locates, water acquisition and trucking, and wellbore fluid disposal and associated costs. Third-party re-bill charges are capped at five percent.
All bids must be accompanied by a valid OSHA certificate (Form 300A or Form 300) and documentation of active safety programs; failure to submit results in disqualification. Bidders must demonstrate the ability to provide minimum contractor-furnished equipment or list approved third-party providers. Out-of-scope charges require approval by the WOGCC onsite supervisor prior to occurrence and must be invoiced with detailed work tickets.
All documents must be submitted in PDF, Excel, or Microsoft Office format through Public Purchase. Bidders are responsible for monitoring Public Purchase for answers to questions, addenda, and award information, as the Wyoming Procurement Office will not distribute this information via email, phone, fax, or mail. Bidders must comply with Wyoming Statute 9-2-3204(b)(iv)(G) regarding resident certification preferences where applicable.
