About this opportunity
The City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Detroit Health Department (DHD) is seeking qualified Program Administrators through a Notice of Funding Availability (NOFA) to deliver oral health services under Michigan Public Act 261. The Kindergarten Oral Health Assessment Program targets children eligible for oral health assessments prior to enrollment in kindergarten or first grade. Required deliverables include developing and coordinating outreach and marketing plans through local schools and community organizations, establishing service dates at various city locations, conducting dental oral health assessments by registered dental hygienists or dentists, providing referrals for follow-up care, maintaining HIPAA-compliant records for a minimum of seven years, processing Medicaid and Healthy Kids Dental billing, and submitting quarterly reports to the Michigan Department of Health and Human Services. Applicants must demonstrate a minimum of two years of experience providing similar services and must be non-profit organizations or other entities as determined by Uniform Administrative Requirements. Evaluation criteria require submission of a respondent questionnaire addressing organizational experience, relevant project references from the past five years, organizational capacity, resumes for key personnel, staffing levels and experience, and subcontractor information with debarment certifications. The application deadline is April 27, 2026, at 4:00 PM EST, with written questions due by April 10, 2026, at 12:00 PM EST and answers distributed by April 17, 2026. All applications must be submitted through the Bonfire Procurement Portal.
Applicants must comply with comprehensive federal compliance requirements including CDBG-DR funding regulations, Davis-Bacon Act, Copeland Anti-Kickback Act, Clean Air Act, Federal Water Pollution Control Act, and equal employment opportunity standards. Successful respondents must complete consolidated affidavits covering hiring policy compliance, slavery era records and insurance disclosures, prison industry and immigration detention system records disclosures, equal opportunity covenants, and statements of political contributions to Detroit elective city officials. All contractors must obtain City of Detroit Treasury Clearance approval and register with the System of Awards Management (SAM.gov) prior to City Council approval, with processing times of minimum ten to fifteen days respectively. The award will be structured as a City of Detroit Subrecipient Agreement with an initial one-year term and options for one or more extensions, subject to Detroit City Council approval. The target funding amount is $58,333.00, with pricing proposals required as firm fixed-price submissions not to exceed the quoted amount. The City reserves the right to select one or multiple subrecipients, and subrecipients must maintain detailed records for audit and access by the City and federal grantor agencies for five years following project completion.
