About this opportunity
The West Virginia Division of Natural Resources is requesting quotes for an open-end master agreement to provide herbicide application services and chemical supplies across Districts 1, 3, and 6, with quotes due September 22, 2026 at 1:30 p.m. ET and a technical question deadline of September 15, 2026 at 9 a.m. ET. Vendors must hold a current West Virginia Commercial Applicators License and submit a copy with their bid.
The scope encompasses four application methods (foliar treatment with truck or UTV-mounted sprayers, foliar treatment with backpack sprayers, hack-and-squirt treatment for pre- and post-harvest applications, and basal spray treatments) rated at 100 hours per district per method (1,200 total service hours) and supply of thirteen herbicide products and related chemicals in quantities ranging from 9 to 150 gallons, including glyphosate, triclopyr, metsulfuron methyl, 2,4-D, Garlon, Arsenal AC, Plateau, Post, non-ionic surfactant, Oust, Rodeo, and dye/colorant. Work is performed at designated Wildlife Management Area locations across Districts 1, 3, and 6, with invoicing directed to Division offices in Farmington, French Creek, and Parkersburg. Per-hour rates for application services include only actual worksite time; vendors are responsible for mileage and travel costs.
The contract structure is open-end with award to the lowest responsible bidder meeting all mandatory requirements. No specific contract term end date is defined. Vendors must maintain sufficient inventory to fulfill contract obligations, designate a contract manager available during normal business hours, carry appropriate insurance, and comply with West Virginia workers' compensation requirements and domestic steel and aluminum preferences where applicable. Submission of a Purchasing Affidavit affirming the vendor is not in default on state or political subdivision monetary obligations is required. Bids must be submitted electronically through wvOASIS Vendor Self Service at www.wvOASIS.gov. The procurement folder number is 2059504 and solicitation number is ARFQ 0310 DNR2700000004.
