About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the General Services Division, is requesting quotes for an open-end master contract covering low-pressure boiler annual inspections, preventative maintenance, and corrective maintenance services across two geographic groups of state-owned buildings, with bids due September 8, 2026, at 1:30 p.m. EST. Vendor technical questions were due August 25, 2026, and Addendum No. 1 has been issued with vendor question responses; vendors must acknowledge receipt of all addenda as a condition of bid submission.
The scope spans two groups: Group 1 includes eight Charleston Metro area buildings (Buildings 4, 8, 17, 22, 35, 36, 84, and 86); Group 2 covers six facilities in Beckley, Parkersburg, Charleston, Clarksburg, Fairmont, and Logan (Buildings 23, 25, 37, 53, 54, and 55). Vendors must maintain factory authorization from applicable manufacturers, hold appropriate state licensing (electrician, plumber, and contractor licenses as applicable), demonstrate prior experience with the specific boiler models listed in Exhibit B, and provide proof of insurance prior to award. Services include monthly preventative maintenance (inspections, safety control testing, burner and chamber cleaning, combustion testing, venting inspection, piping checks, filter replacement, and reporting) with all labor and parts included in a monthly fee; corrective maintenance billed hourly plus parts marked up at a vendor-provided multiplier (parts exceeding $2,500 require advance Agency approval). Vendors must maintain 24-hour emergency telephone service, respond to standard calls within four hours, and respond to emergency calls and arrive on-site within two hours. Work is performed generally between 7:00 p.m. Friday and 7:00 p.m. Sunday. All vendors must provide a 12-month labor warranty and maintain preventative and corrective maintenance logs with quarterly and annual reporting.
The maximum contract value is $500,000 including all payments under the initial term, renewals, delivery orders, and change orders. Pricing structure requires monthly preventative maintenance charges per building, an hourly labor rate for corrective maintenance (evaluated against 200 estimated hours), and a parts multiplier applied to an estimated $10,000 parts cost. Optional site visits may be scheduled August 18–21 by contacting Joseph Belcher at 681-319-8778. Inquiries should be directed to David H. Pauline at 304-558-0067 or david.h.pauline@wv.gov. Bids are opened at the Department of Administration Purchasing Division office at 2019 Washington Street East, Charleston, WV 25305; invoicing and performance coordination are directed to 112 California Avenue, Building 16 (Capitol School Building), Charleston, WV.
