About this opportunity
West Virginia Department of Administration Purchasing Division is requesting quotes to establish an open-end contract for low-pressure boiler inspections, preventive maintenance, and corrective maintenance services across two geographic groups of state buildings, with bids due September 8, 2026 at 1:30 p.m. EST.
Group 1 covers eight Charleston Metro area facilities (Buildings 4, 8, 17, 22, 35, 36, 84, and 86); Group 2 covers six additional facilities throughout West Virginia (Buildings 23, 25, 37, 53, 54, and 55). The scope includes monthly preventive maintenance performed on a mutually agreed schedule with all parts included in the monthly fee, and corrective maintenance billed on an hourly labor basis with a vendor-specified multiplier applied to parts costs. Response requirements are two-hour phone and four-hour on-site for standard requests, or thirty-minute phone and two-hour on-site for emergencies. Boiler models include Lochinvar, Raypak, Bryan, HydroTherm, and others specified in the solicitation exhibits.
Vendors must be factory-authorized by boiler manufacturers, hold appropriate West Virginia licenses (electrician, plumber, contractor as applicable), demonstrate two years of prior experience maintaining similar equipment, and maintain 24-hour emergency telephone service. Equipment, tools, and expendable materials are vendor-supplied; vendors cover all travel and mileage costs. The contract includes a twelve-month labor warranty, requires monthly preventive maintenance logs and quarterly/annual reporting, and prohibits equipment removal from service exceeding 24 hours without written agency approval.
The maximum contract value is $500,000 including initial term, renewal terms, delivery orders, and change orders. Awards will be made separately to the lowest responsible bidder for each group. Pricing submissions require monthly preventive maintenance charges by building, hourly labor rates estimated at 200 hours, and parts multipliers applied to estimated $10,000 parts costs per building. Technical questions are due August 25, 2026 at 12:00 p.m. EST. Optional site visits may be scheduled August 18–21 by contacting Joseph Belcher at 681-319-8778. Contact buyer David H. Pauline at 304-558-0067 or david.h.pauline@wv.gov for additional information.
