About this opportunity
The Tennessee Department of Safety and Homeland Security is issuing a Request for Information on an on-line, web-based knowledge testing system for driver services, with responses due September 15, 2026. This is an RFI only and does not create contract rights; responding is optional and does not guarantee eligibility for future solicitations.
The system must enable individuals aged 15–17 years, and 14-year-olds with hardship approval, to complete the written portion of their driver license knowledge test online without visiting a Driver Services Center. The RFI targets annual testing volumes of 75,000–80,000 minors and requires vendors to address proctoring methods, parent or guardian identity verification as proctor, hardship approval eligibility confirmation, test-taker eligibility verification, browser and mobile platform compatibility, system capacity, encryption protocols, and API support. Compliance with ADA and WCAG 2.1/2.2 Level AA is required. Vendors must also detail fraud detection methods, cybersecurity architecture, current state deployments, and AI capabilities.
Respondents must provide technical information addressing implementation approach, reporting capabilities, support and maintenance services, and system integration capabilities with existing Driver Services infrastructure. A cost information form is required, detailing pricing units, price ranges, implementation costs, and whether maintenance and support are included.
The State will not reimburse response costs. All RFI responses become state property and will remain confidential until after evaluation of any subsequent formal procurement is completed. No bidders' conference or site visits are scheduled.
