About this file
This is a Request for Information (RFI) issued by the Tennessee Department of Safety and Homeland Security seeking information on the commercial availability of an on-line, web-based knowledge testing system for driver services. The RFI solicits responses from vendors capable of providing a system that allows individuals aged 15-17 years old, and 14-year-olds with hardship approval, to complete the written portion of their driver license knowledge test online without visiting a Driver Services Center. The system must include functionality to verify parent or guardian identity as proctors while maintaining examination integrity, confirm hardship approval eligibility, and accommodate current annual testing volumes of 75,000-80,000 minors. The RFI was issued on August 25, 2026, with responses due by September 15, 2026. No bidders' conference or site visits are mentioned. This RFI does not create contract rights, and responding is not required for future solicitations.
Respondents are required to provide technical information addressing proctoring methods, proctor verification, system integration capabilities, test-taker eligibility verification, browser compatibility (including mobile platforms), system capacity, encryption protocols, API support, implementation approach, reporting capabilities, support and maintenance services, current state deployments, fraud detection methods, ADA and WCAG 2.1/2.2 Level AA compliance, cybersecurity architecture, and AI capabilities within the system. Vendors must also complete a cost information form detailing pricing units, price ranges, maintenance and support inclusion, and implementation costs. The State will not reimburse costs associated with RFI responses, and all responses will become state property. RFI responses will remain confidential until after evaluation of any subsequent formal procurement solicitation is completed.

Customers currently served:
Currently, the TDOSHS has served between seventy-five thousand and eighty thousand (75,000- 80,000) minors fifteen to seventeen (15-17) years of age using an on-line, web-based testing platform for the completion of the written portion of the knowledge test to obtain a Class D (Operator) or Class M (Motorcycle) driver license. An individual who is fourteen (14) year of age with hardship approval may also take the on-line knowledge test with appropriate verification and confirmation of the hardship approval.
TDOSHS is seeking:
TDOSHS is seeking an on-line, web-based knowledge testing system (“System”) that allows an individual to take the knowledge test on-line without the need to physically come into a Driver Services Center. The System must include the functionality to verify the identity of the parent or guardian who will serve as the knowledge test proctor for the fifteen to seventeen (15-17) years of age individual taking the test while protecting examination integrity. The System must also include the functionality to confirm all necessary components of hardship approval before an individual who is fourteen (14) years of age is allowed to take the on-line knowledge test.
