About this opportunity

The City of Wichita is requesting proposals for on-call services to install new and rehabilitate or replace existing poured-in-place playground surfacing across the park system, with sealed electronic proposals due September 4, 2026, at 10:00 a.m. through the City's Procurement Portal. A pre-bid virtual conference is scheduled for August 17, 2026, at 2:00 p.m. CT via Microsoft Teams, and questions are due September 1, 2026, at 4:00 p.m., with responses posted via addendum on September 2. Addendum 1 has been posted and modifies the original bid solicitation; all bidders must acknowledge receipt and incorporate addendum terms into proposals to be considered responsive.

Scope includes surface testing per ASTM F3313 standards, poured-in-place removal, standard and custom installation with specified material compositions and color limitations, and site restoration with seeding. Newly installed surfacing must achieve a Head Injury Criteria rating of 1,000 or below and a G-max of 200 or below upon post-testing, or the contractor must remove and replace failed surfacing at no additional cost. Compensation is structured as a unit price contract with bid items for each service category.

The budget guideline is up to $225,000 for PIP projects, with a not-to-exceed amount established annually based on budget availability. The contract runs October 2026 through October 2029, with two optional one-year renewal periods by mutual agreement. The City reserves the right to cancel with thirty days' written notice.

Minimum qualifications: ten years' experience in similar services; municipal government experience is preferable; Kansas Secretary of State registration required. Contractors must obtain 100 percent performance bonds and labor and material payment bonds running to Kansas, plus Commercial General Liability, Automobile Liability, Workers' Compensation, Employers' Liability, Professional Liability, Pollution Liability, and Umbrella Liability (all at $1,000,000 each occurrence) with the City named as primary and non-contributory additional insured.

Evaluation criteria: ability to meet proposal terms (10%), project understanding and presentation (15%), technical qualifications, resources, and material quality (35%), references and past performance (10%), cost (20%), and Small & Emerging Business Enterprise program participation (10%). City Council approval is anticipated in November 2026.
