West Basin Municipal Water District is requesting proposals for On-Call Professional Engineering Services to support its Engineering and Operations Departments on an as-needed basis, with proposals due July 14, 2026 at 2:00 p.m. and a non-mandatory pre-proposal conference on June 24, 2026 at 3:00 p.m. via Teams. Up to five separate engineering firms will be awarded on-call agreements through June 30, 2029. Small Business Enterprises and Local Business Enterprises submitting as prime consultants receive three additional evaluation points; six points if both designations apply. Subcontractor participation from SBEs or LBEs qualifies for one additional point if at least 30% of total compensation is allocated to such subcontractors. The scope encompasses hydraulic modeling of distribution systems, engineering evaluations and improvement studies, planning and design of water, recycled water, and wastewater treatment facility improvements, water quality studies, geotechnical and environmental work, rehabilitation and replacement evaluations, asset management support, permitting activities, cost estimation, design plan checking, surveying, and consulting services in civil, structural, mechanical, process, electrical, and architectural engineering disciplines. Services include technical and feasibility studies, 30% and 100% design levels, real estate appraisals, easement and right-of-way acquisition, traffic engineering, telemetry and SCADA system design, membrane performance monitoring and optimization, and comprehensive construction phase support. Each task order is awarded separately with individually negotiated scope, fee estimates, schedule, and project team organization. Final design plans and specifications must be signed and sealed by California-licensed professional engineers. The total estimated value of engineering services under all on-call agreements is approximately $3,000,000 shared among awarded consultants. Compensation is time-and-material based on hourly labor rates for Principal, Project Manager, Project Engineer, CAD Technicians, and Clerical/Administrative staff. Proposed fee rates shall not increase more than 3% per calendar year. Respondents must submit rate schedules for calendar years 2026, 2027, 2028, and 2029. Evaluation criteria include proposal completeness and quality, technical approach and methodology, project team qualifications and resumes, project management skills and tools, relevant project experience, and fee schedule rates on a 100-point scale. Consultants must comply with prevailing wage requirements under California Labor Code, obtain current California Department of Industrial Relations registration, and maintain commercial general liability insurance of $2,000,000, business automobile liability of $2,000,000, workers' compensation with statutory limits and employer's liability of $1,000,000, and professional liability of $2,000,000. Questions are due July 2, 2026 at 2:00 p.m. Interviews with short-listed respondents are scheduled for the week of July 27, 2026. Notice of recommended award is expected the week of August 24, 2026.
