About this opportunity

The City of South Salt Lake is seeking on-call planning consultant services to support its Community and Economic Development Department through a Request for Proposals (RFP) issued for a one-year contract with potential two-year extensions. The procurement focuses on obtaining professional planning expertise for various municipal projects, including zoning and land use code updates, housing and transportation analysis, demographic and economic studies, community workshop facilitation, site feasibility analysis, and long-range planning. Proposers must submit a comprehensive 10-page PDF proposal detailing firm qualifications, relevant experience, project management approach, fee structure, and potential conflicts of interest. The selection process will evaluate proposals based on responsiveness to RFP requirements, qualifications of key personnel, demonstration of successful project implementation, technical approach to municipal planning, and fee breakdown. Key dates include an optional virtual pre-proposal meeting on October 27, 2025, at 1:00 PM Mountain Time, with questions due by October 29, 2025, at 5:00 PM Mountain Time, and final proposal submissions required by November 5, 2025, at 5:00 PM Mountain Time. Proposals must be submitted electronically as a single PDF to aandrus@sslc.gov or via the Utah Public Procurement Portal (UP3).

The RFP does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. The City has budgeted up to $50,000 annually for these on-call consultant services, with no guaranteed minimum amount of work assured to the selected consultant. Proposers will be compensated on a stipulated sum per project basis, with services assigned as needed. The City reserves the right to reject any or all proposals and is not obligated to award a contract following the submission deadline. Interested consultants should note that submissions will be evaluated by a Selection Committee, and the procurement process allows for potential contract extensions beyond the initial one-year term. No incumbent vendors or existing technology integration requirements are specifically mentioned in the available documentation. Potential respondents should be prepared for a comprehensive review process that emphasizes technical expertise, municipal planning experience, and cost-effectiveness in delivering planning consultation services to South Salt Lake City.
