About this opportunity
Pierce County Planning & Public Works Ferry Division is soliciting bids for on-call marine electrical services for ferry vessels under ITB 2026-ITB-095, with bids due July 20, 2026. Bidders must hold an active Washington State Licensed Industrial Electrical Contractor license for a minimum of three years in compliance with RCW 19.28 and RCW 39.04.350 — a mandatory eligibility gate.
Work covers two ferry vessels — M/V Christine Anderson (215 passengers, 54 vehicles) and M/V Steilacoom II (288 passengers, 54 vehicles) — moored at Steilacoom Ferry Landing (56 Union Ave, Steilacoom, WA 98388), with additional work possible at Anderson Island and Ketron Island ferry landings. The contractor must respond to regular service requests within four hours and emergency calls within two hours, with 24/7 availability required seven days a week including holidays. Required experience includes marine radar and navigation equipment installation, electrical systems (conduit, wire, motor controls, outlets, switches, power disconnects, light fixtures), work at heights to 50 feet, confined space entry, medium voltage to 15KV systems, and hazardous locations. The contractor furnishes all labor, equipment, small tools (valued at $1,000 or less), safety gear, and insurance; no travel-time or fuel surcharges are permitted.
The contract is structured as a unit-price contract with reimbursement for 600 hours of straight-time journey-level electrician labor (Monday–Friday), 150 hours of overtime, and materials and specialized equipment at actual cost plus contractor markup (estimated at $15,000). Materials and pre-approved subcontractors are reimbursed at cost plus 15%. The initial contract period is one year from Notice to Proceed with one optional one-year renewal, not to exceed two years total. The maximum contract value does not exceed $500,000. A $500,000 contract bond with 5% retainage is required; no bid bond is required. All work is subject to prevailing wage requirements under RCW 39.12 and Davis-Bacon Act wages if federally funded. Invoicing is monthly based on actual costs with supporting documentation, processed within 30 days.
