About this opportunity
Los Angeles County Public Works is soliciting Statements of Qualifications (SOQs) for an On-Call Community Based Organization Services Program through a competitive procurement process. The program is designed for a potential 4-year term, with an initial 1-year contract and three optional 1-year renewals. Qualified organizations will be preselected to submit bids for future work orders in four specific task categories: Project Development & Monitoring, Public Outreach & Education, Grant Writing, and Landscaping Installation. Proposed projects will focus on Water Quality/Conservation, Transportation, and Park & Green Space initiatives. Interested organizations must submit a comprehensive SOQ using Form PW-22, clearly indicating which task categories they are applying for, and must meet specific organizational qualifications. The Request for Statement of Qualifications (RFSQ) with complete contract specifications, forms, and submission instructions can be accessed at http://pw.lacounty.gov/brcd/servicecontracts. The solicitation's due date is January 16, 3025, with an estimated annual program budget of $1 million.
This procurement is exclusively open to Community Based Organizations defined as Nonprofit Public Benefit Corporations under California Corporations Code Section 5060, with current 501(c)(3) tax-exempt status. The program is specifically structured to support grant-funded projects that demonstrate county participation or partnership with community-based groups. Prospective contractors must be prequalified to perform services in at least one of the four designated task categories, with work assignments determined through a structured Work Order Solicitation process outlined in Exhibit A, Section H of the contract documents. While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, the emphasis on nonprofit community organizations suggests a preference for local, mission-driven entities. Organizations will be evaluated based on their ability to provide specialized services across the specified task categories, with the potential to be selected for multiple project scopes. The total program value represents a significant opportunity for qualified community-based organizations, with an annual budget of $1 million and the potential for multiple contract awards.
