About this opportunity
The County of San Mateo Department of Public Works is requesting sealed proposals for on-call closed-circuit television (CCTV) sanitary sewer inspection services, with proposals due July 22, 2026 at 5:00 p.m., and a questions deadline of July 15, 2026. The County has adopted a local business procurement preference ordinance and reserves the right to award to one or multiple contractors based on overall best value.
The scope encompasses CCTV pipe inspections with NASSCO PACP ratings, manhole assessments using NASSCO MACP standards, bypass pumping where approved, and comprehensive digital reporting across seven sewer maintenance districts. The system comprises approximately 746,000 linear feet of pipe, 3,663 manholes, and 630 flushing inlets. Pipe diameters range from 6 to 33 inches across materials including VCP, PVC, DIP, HDPE, and C900. All inspections must be performed by NASSCO-certified personnel; CCTV equipment must produce clear, in-focus color digital video in MPEG-4 format with continuous on-screen identification of inspection dates, sewer line locations, and manhole numbers, with camera speed not exceeding 30 feet per minute. Work is assigned as-needed by district, basin, or priority area; assignments span multiple districts (OKSMD, SHCSD, DCSD, ELHSMD1, ELHSMD2, BHSMD, CSCSD, FOSMD) with cleaning activities scheduled January 2027 through April 2036. Contractors must maintain sanitary sewer service during inspections, provide 72-hour advance notice to property owners, and repair any damage at their sole expense. Services are subject to California prevailing wage requirements under Labor Code Section 1720.
Qualified contractors must demonstrate minimum five years' CCTV experience with three years of similar public agency work and current NASSCO PACP and MACP certifications. Pricing is evaluated on a unit-price schedule covering mobilization per assignment, CCTV inspection by pipe diameter per linear foot, manhole inspections (Level 1 and Level 2 each), location criteria forms, and bypass pumping setup. The initial contract term is three years with one optional two-year extension at the County's discretion upon thirty days' written notice. Work is performed Monday through Friday, 8:00 a.m. to 5:00 p.m., generally within thirty days following cleaning operations, with bi-weekly coordination meetings required. Proposals are evaluated on project understanding and approach (30 percent), experience and organizational capacity (30 percent), and price (40 percent). Anticipated award date is October 6, 2026. Contractors must maintain workers' compensation, general liability ($1,000,000), motor vehicle liability ($1,000,000), and professional liability ($1,000,000) insurance. The contract is subject to the Levine Act campaign contribution disclosure requirements.
