About this file

This is a Special Provisions document for the County of San Mateo Department of Public Works' On-Call CCTV Sanitary Sewer Inspection contract. The document establishes technical specifications and requirements for contractors to perform closed-circuit television inspections of sanitary sewer lines and manholes. Services include CCTV inspection of sewer pipelines from manhole-to-manhole, manhole inspections, and comprehensive condition assessments. All inspections must be performed by NASSCO-certified personnel in accordance with the Pipeline Assessment Certification Program (PACP) and Manhole Assessment Certification Program (MACP) standards. The contract requires contractors to submit preliminary inspection schedules, sample work products from recent projects, traffic control plans, personnel certifications, bi-weekly progress reports, and complete inspection packages electronically to the County.

The document specifies that CCTV equipment must produce clear, in-focus color digital video in MPEG-4 format with continuous on-screen identification of inspection dates, sewer line locations, manhole numbers, and footage. Camera speed shall not exceed 30 feet per minute, and inspections may include push camera operations for difficult access locations as approved by the County. Contractors are responsible for providing 72-hour advance notice to affected property owners, maintaining sanitary sewer service during inspections, and repairing any damage caused by their operations at their sole expense. Payment is contingent on satisfactory inspection and submission of deliverables, with contractors receiving compensation only for lineal footage successfully inspected. The County reserves the right to perform independent quality assurance and quality control reviews and reject non-compliant work for correction at no additional cost to the County.
