About this opportunity

The City of Pasadena Planning & Community Development Department is requesting proposals for on-call arboricultural and land surveying services under an RFP released September 21, 2026, with proposals due October 8, 2026 at 4:00 p.m. and a questions deadline of September 29, 2026 at 12:00 p.m. The City will evaluate and award the two service groups independently.

Group A (arboricultural services) requires on-site tree evaluations to determine whether tree removal permits are warranted under the City's Tree Protection Ordinance, with a desired 10 business-day turnaround. Group B (land surveying services) requires review of Certificates of Compliance and subdivision maps for compliance with the California Subdivision Map Act, also with a desired 10 business-day turnaround. Proposers for Group A must hold International Society of Arboriculture (ISA) Certification; proposers for Group B must hold California Board for Professional Engineers, Land Surveyors, and Geologists licensing. Both groups require at least five years of experience providing on-call services to municipal agencies.

The initial contract term is three years from execution, with no optional extensions. The City reserves the right to award one or multiple contracts with no guarantee of usage, utilizing a tiered task order system that prioritizes the highest-scoring proposer first. Price proposals must include all labor, materials, overhead, insurance, and profit, submitted as lump-sum or unit pricing on hourly rate sheets. Proposals must include proof of insurance, compliance with the City's Living Wage Ordinance for contracts exceeding $25,000, and all required federal and state certifications including lobbying disclosures and conflict-of-interest certifications.

Evaluation criteria are weighted: Experience and References (25%), Proposed Solution (25%), Company Staffing (20%), Cost Proposal (20%), Local Pasadena Business preference (5 points), and Small or Micro-Business certification (5 points). Work is performed in Pasadena, California, with deliverables becoming the sole property of the City. The City may terminate for convenience with 15 calendar days' notice.
