About this opportunity
The West Virginia Department of Health and Human Resources Office of Shared Administration (OSA) is conducting a sole-source direct award for furniture components for the OEPS Cubicle Build project, with expressions of interest due September 15, 2026 at 10:30 a.m. EDT. The procurement is restricted to Haworth, Inc. products based on specialized system compatibility requirements.
The scope comprises four rectangular worksurface countertops measuring 12 inches deep by 42 inches wide, four rectangular countertops measuring 12 inches deep by 48 inches wide, and eight countertop brackets for UniGroup Radius systems. All materials and specifications must meet West Virginia building code requirements, including fire-rated materials and ADA accessibility standards where applicable.
The broader OEPS Cubicle Build project encompasses design, fabrication, delivery, and installation of approximately 12–15 modular cubicle units with integrated panels, frames, electrical components, and finishing work. The contractor must complete site preparation, assembly, installation, and cleanup within a 60–90 day performance window from notice to proceed under a fixed-price agreement. Proposals must include detailed cost breakdowns for labor, materials, equipment, and overhead allocation.
The procurement is subject to federal compliance requirements under 2 C.F.R. 200.317 through 200.327, including Davis-Bacon wage rates for construction work, affirmative procurement of minority and women's business enterprises, domestic preferences for U.S.-produced goods, Equal Employment Opportunity requirements, Clean Air and Water Pollution Control Act compliance, debarment and suspension certification through SAM, and Byrd Anti-Lobbying Amendment certifications. The state reserves the right to issue separate contracts based on whether federal funds are state-level or county/local-level allocations.
Interested vendors must submit expressions of interest and documentation demonstrating qualifications and eligibility to Roberta A. Wagner, OSA Purchasing Division, (304) 558-0437 or roberta.a.wagner@wv.gov, with a copy to Bryan D. Rosen. Delivery is to the Health and Human Resources Bureau of Public Health Immunization Program, 305 Capitol Street, Room 125, Charleston, West Virginia.
